This company was (supposedly) shut down by the NYS AG last year. Apparently they have resurfaced:

Company Shut Down by NYS Attorney General
Date of Action: 6/21/2012

The investigation involved  "The Lombardo Davis Goldman Firm, LLC" owned by Frank Davis. The name of the company was misleading because it mimicked a law firm's name. Davis' website compounded that deception by including the photo of a gavel and law books and making reference to litigation experts. In an agreement made last year with the Attorney General's office, Davis was ordered to stop using a name that mimicked an unrelated law firm's name and install a monitoring system of his employees to discourage them from engaging in improper and illegal conduct. Davis was further required to pay $20,000 in penalties.

In early 2012, the Attorney General's office investigated Davis again and learned that he violated the original settlement. Davis again was using a name that mimicked a law firm name. He failed to disclose to the Attorney General that he changed the name and location of his business. Davis failed to monitor his employees to assure that they were complying with the law.

The Attorney General's agreement with Davis shut down his debt collection agency and permanently bars him from participating in any consumer debt collection business in the state of New York. Davis was also required to pay an additional $5,000 penalty.

Debt Collector
I got a phone call today from the same company however it's a different number 716-418-8664, Pretty much it's the same old thing, going to take me to court. Yes I took out a payday loan however they sold my info to someone who commited fraud on my checking account theirfore NO ONE WILL GET PAID NOW!!!! Also another paid day loan company called and said he was an "Officer or Sargent". I'm not that stupid to thing the police would call my house and ask for payment arraingments. Only a debt collector would do that. However they did tell me to seek leagle council because they were taking me to court so weather or not that is true so be it.

AGENCY COLLECTORS -

Agency collectors have correctly been deemed the worst-type of collection agents! They operate from a computer database containing all your personal information, provided to them by the original creditor. When an outside agency gets your account, it has been 'charged-off' for non-payment. They make calls as fast as the auto-dialer can picking up the first one that hits a live voice and letting the rest go as annoyance calls. That's why sometimes you get only a recorded message telling you to call about a very important matter. Commission is their livelihood; they don't have time for pleasantries or obeying the law.

An agency collector's commission ranges from 15-25% of what they can extract from you. Many are paid bonuses if they hit a quota and steady, hard-working collectors can make $40-60K per year. The most aggressive collector will bring in much more if they routinely step over the line to increase their take.

Who Seeks a Career as a Debt Collector?

In a industry where deception, craftiness, and deceit are rampant, you might imagine most honest people would seek work elsewhere. And you're right. My experience says the average debt collector is male, has a large ego, bounces from job to job, suffers low self-esteem and enjoys using the telephone as an instrument of empowerment. You shouldn't be surprised to find most of them have great debt problems themselves.

The debt collection business is plagued with high employee turnover. Constant training of new collectors puts great strain on the agencies and the employees. Every moment someone is in training is time lost on the phone. You can imagine the shortcuts that are taken to get a new caller on the floor as soon as possible.

Collectors are in a position to take advantage of those they deem weaker, in an effort to overcome their own insecurities. They normally will talk-over any issues you may have, threaten and intimidate you, lie, misrepresent themselves, abuse, annoy and attempt to push you as far as they can. After all, a portion of what they collect from you becomes theirs. Unfortunately, far too few consumers complain about debt collectors overstepping their bounds, because they are intimidated or embarrassed about their dilemma. Over the years I've dealt with literally thousands of collectors and would suggest only 3 out of 10 are honest and hard working. The greater percentage chose collecting as a quick fix to their financial situation and it should come as no surprise that many collectors are either just out of, or heading back into a jail cell. Collecting is a male dominated business and because of the shortage of skilled workers, agencies are hiring anyone who can walk and chew gum to make their calls. Social skills, education and career orientation are NOT normally the prerequisites for a debt collector ? money beggar position.

What Techniques Do They Employ?

You'll hear standard phrases such as: "what is your intent" or "I'm going to recommend that our client take immediate legal action against you." The innocent unsuspecting consumer feels threatened, even terrorized by the antics of unscrupulous debt collectors. The really bad ones will call you at work, violate third party disclosure, or worse, threaten you with arrest or wage garnishment if they don't have the money today! They'll try to persuade you to pay off old debts using your new credit card, via Western Union wire transfers, bank drafting, debit checks and cash. Surely there is a relative or two from whom you can borrow money to pay this bill. They will tell you your credit report will be clean if you just send them the money.

The National Consumer Law Center (NCLC) and the National Association of Consumer Advocates, (NACA) assist attorneys across the country in pursuing agencies and collectors who violate the law and your rights. Collectors are learning that the phone name they use and the perceived anonymity of hiding behind a telephone can easily be overcome with today's modern technology and investigative techniques. Some collectors are learning first-hand that they too, can be charged with making threats over the phone and that their employers don't always provide bail money or legal representation. Creditors are increasingly becoming less tolerant of agencies that allow abuse and will drop those that don't comply.

I urge you to complain about collector abuse by contacting the FTC, the American Collectors Association, the original creditor and your state bar association (against attorneys), or me if you feel your rights are being violated. There is a nationwide group of professional consumer attorneys, skilled in debt collection laws that passionately defend the rights of consumers against these illegal collectors. No consumer should ever suffer abuse from a debt collector.

The laws WILL protect you!

Debt Collector
This woman calls me from the number 716-748-6259, tells me she trying to contact my husband, I ask where she calling from and says Lombardo, Davis and Goldman Firm. Then I ask who her client is because she does sound like an attorney's office, she tells me that she can not tell me so that I can forward it to my husband. (NOTE: I've known people personally who have had REAL attorneys offices come and summons them and want to rip money from your check, THEY WILL TELL YOU WHO THEIR CLIENT IS.) She starts telling me that that she has my mothers name as a reference, and tells me that this is NOT a debt collection, that it is EXTREMELY URGENT that he calls back TODAY, and her client had forwarded it from my county. I take her name and numbers...Charity Primm 800-351-6448 x 130, and her direct line 716-748-6259.

So I do some research and all I find is HUNDREDS of people complaining of threats, non-stop calls, scamming, and harrassement. I inform my husband that if he ever speaks with this "company" DO NOT listen to them.

I called Charity back at her extension and informed her that I looked up her "company" and found out that they are in fact a debt collector and that my husband will not be contacting them and going about his day when he got home. She started to "inform" me that if he does not call she will be "forwarding it to accounting and they will summons his employers." I cut her off and informed her that I have done my research on the "company" and that she can legally do NOTHING and to have a good day. CLICK.

I have attempted to find SOMETHING to prove that this in fact a legit company, one lousy website for looks. It states under their services that even a judgement is made they will not stop attempting to collect the monies owed...this is FALSE, once an attorneys office and filed to take action toward your monies owed you NO LONGER deal with debt collectors for said monies owed, only the attorneys office, they collect ALL payments toward monies owed. Further more, in an attempt to find a legit business license through BBB, NOTHING in ALL in the United States.

This "company" has officially called the wrong woman. I DO NOT take lightly anything that gets under my skin! =) Wish me luck all! I know that I'll be enjoying myself in dealing with this "company".

From Federal Trade Commission Website ? FAIR DEBT COLLECTION PRACTICES ACT
Debt Collection FAQs: A Guide for Consumers
If you?re behind in paying your bills, or a creditor?s records mistakenly make it appear that you are, a debt collector may be contacting you.
The Federal Trade Commission (FTC), the nation?s consumer protection agency, enforces the Fair Debt Collection Practices Act (FDCPA), which prohibits debt collectors from using abusive, unfair, or deceptive practices to collect from you.
Under the FDCPA, a debt collector is someone who regularly collects debts owed to others. This includes collection agencies, lawyers who collect debts on a regular basis, and companies that buy delinquent debts and then try to collect them.
Here are some questions and answers about your rights under the Act.

What types of debts are covered?
The Act covers personal, family, and household debts, including money you owe on a personal credit card account, an auto loan, a medical bill, and your mortgage. The FDCPA doesn?t cover debts you incurred to run a business.

Can a debt collector contact me any time or any place?
No. A debt collector may not contact you at inconvenient times or places, such as before 8 in the morning or after 9 at night, unless you agree to it. And collectors may not contact you at work if they?re told (orally or in writing) that you?re not allowed to get calls there.

How can I stop a debt collector from contacting me?
If a collector contacts you about a debt, you may want to talk to them at least once to see if you can resolve the matter ? even if you don?t think you owe the debt, can?t repay it immediately, or think that the collector is contacting you by mistake. If you decide after contacting the debt collector that you don?t want the collector to contact you again, tell the collector ? in writing ? to stop contacting you. Here?s how to do that:
Make a copy of your letter. Send the original by certified mail, and pay for a ?return receipt? so you?ll be able to document what the collector received. Once the collector receives your letter, they may not contact you again, with two exceptions: a collector can contact you to tell you there will be no further contact or to let you know that they or the creditor intend to take a specific action, like filing a lawsuit. Sending such a letter to a debt collector you owe money to does not get rid of the debt, but it should stop the contact. The creditor or the debt collector still can sue you to collect the debt.

Can a debt collector contact anyone else about my debt?
If an attorney is representing you about the debt, the debt collector must contact the attorney, rather than you. If you don?t have an attorney, a collector may contact other people ? but only to find out your address, your home phone number, and where you work. Collectors usually are prohibited from contacting third parties more than once. Other than to obtain this location information about you, a debt collector generally is not permitted to discuss your debt with anyone other than you, your spouse, or your attorney.

What does the debt collector have to tell me about the debt?
Every collector must send you a written ?validation notice? telling you how much money you owe within five days after they first contact you. This notice also must include the name of the creditor to whom you owe the money, and how to proceed if you don?t think you owe the money.

Can a debt collector keep contacting me if I don?t think I owe any money?
If you send the debt collector a letter stating that you don?t owe any or all of the money, or asking for verification of the debt, that collector must stop contacting you. You have to send that letter within 30 days after you receive the validation notice. But a collector can begin contacting you again if it sends you written verification of the debt, like a copy of a bill for the amount you owe.

What practices are off limits for debt collectors?
Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:
    use threats of violence or harm;
    publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);
    use obscene or profane language; or
    repeatedly use the phone to annoy someone.

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:
    falsely claim that they are attorneys or government representatives;
    falsely claim that you have committed a crime;
    falsely represent that they operate or work for a credit reporting company;
    misrepresent the amount you owe;
    indicate that papers they send you are legal forms if they aren?t; or
    indicate that papers they send to you aren?t legal forms if they are.

Debt collectors also are prohibited from saying that:
    you will be arrested if you don?t pay your debt;
    they?ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
    legal action will be taken against you, if doing so would be illegal or if they don?t intend to take the action.

Debt collectors may not:
    give false credit information about you to anyone, including a credit reporting company;
    send you anything that looks like an official document from a court or government agency if it isn?t; or
    use a false company name.

Unfair practices. Debt collectors may not engage in unfair practices when they try to collect a debt. For example, they may not:
    try to collect any interest, fee, or other charge on top of the amount you owe unless the contract that created your debt ? or your state law ? allows the charge;
    deposit a post-dated check early;
    take or threaten to take your property unless it can be done legally; or
    contact you by postcard.

Can I control which debts my payments apply to?
Yes. If a debt collector is trying to collect more than one debt from you, the collector must apply any payment you make to the debt you select. Equally important, a debt collector may not apply a payment to a debt you don?t think you owe.

Can a debt collector garnish my bank account or my wages?
If you don?t pay a debt, a creditor or its debt collector generally can sue you to collect. If they win, the court will enter a judgment against you. The judgment states the amount of money you owe, and allows the creditor or collector to get a garnishment order against you, directing a third party, like your bank, to turn over funds from your account to pay the debt.
Wage garnishment happens when your employer withholds part of your compensation to pay your debts. Your wages usually can be garnished only as the result of a court order. Don?t ignore a lawsuit summons. If you do, you lose the opportunity to fight a wage garnishment.

Can federal benefits be garnished?
Many federal benefits are exempt from garnishment, including:
    Social Security Benefits
    Supplemental Security Income (SSI) Benefits
    Veterans? Benefits
    Civil Service and Federal Retirement and Disability Benefits
    Service Members? Pay
    Military Annuities and Survivors? Benefits
    Student Assistance
    Railroad Retirement Benefits
    Merchant Seamen Wages
    Longshoremen?s and Harbor Workers? Death and Disability Benefits
    Foreign Service Retirement and Disability Benefits
    Compensation for Injury, Death, or Detention of Employees of U.S. Contractors Outside the U.S.
    Federal Emergency Management Agency Federal Disaster Assistance
But federal benefits may be garnished under certain circumstances, including to pay delinquent taxes, alimony, child support, or student loans.

Do I have any recourse if I think a debt collector has violated the law?
You have the right to sue a collector in a state or federal court within one year from the date the law was violated. If you win, the judge can require the collector to pay you for any damages you can prove you suffered because of the illegal collection practices, like lost wages and medical bills. The judge can require the debt collector to pay you up to $1,000, even if you can?t prove that you suffered actual damages. You also can be reimbursed for your attorney?s fees and court costs. A group of people also may sue a debt collector as part of a class action lawsuit and recover money for damages up to $500,000, or one percent of the collector?s net worth, whichever amount is lower. Even if a debt collector violates the FDCPA in trying to collect a debt, the debt does not go away if you owe it.

What should I do if a debt collector sues me?
If a debt collector files a lawsuit against you to collect a debt, respond to the lawsuit, either personally or through your lawyer, by the date specified in the court papers to preserve your rights.

Where do I report a debt collector for an alleged violation?
Report any problems you have with a debt collector to your state Attorney General?s office (www.naag.org) and the Federal Trade Commission (www.ftc.gov). Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General?s office can help you determine your rights under your state?s law.

I recv'd a call from some guy claiming to be a lawyer going by the name of John Stanson.  Claiming to take legal action and file court paper's with my local county for writing bad check's against a loan they said I took out against my account in 2009.  Then he put me on hold, after I stated I would make arrangements to pay.  He claimed he would call me back.  Who are these guys?

Debt Collector
I received NUMEROUS calls from these people and they attempted to debit my bank account using my debit card number (from where I have NO Idea) and I had to file charges with my bank to reverse the charges. It was over $500. THey also call me all the time and leave harassing messages with me at home and at work. Complete bs, especially in these tough times when we are all struggling.

If you get a call from LDG, know this:  It is owned by Frank Davis.  Lombardo and Goldman don't exist.  Frank does not pay his employees nor is he licensed to collect debt ANYWHERE.

Rebecca Douglas left me a lovely message advising me that if I did not return her call by the end of the day it would show "deliberate disregard" and she would forward my info to the courts. I am glad I checked up on them first, can't wait to  call her back tomorrow so I can challenge her on this. This site is ALL I can find on this company online.

If you are in Erie County (in New York) the county clerks office has made their records available to double check that liens have not been filed against you such as these lowlifes threaten.

They have another number too - 800-351-6448

threatening legal action - but foolishly use criminal terms and generally harrass with phone calls seeking a return call from my attorney.

generally they represent unsecured creditors and will threaten any type of frightening action to provoke a response.  Such threats are in themselves crimianl behavior and if anybody cares to do more than ignore them and take the time to pursue it, they would have an actionable cause against this firm that is fraudulently misrepresenting itself.

The one who called me is named Rebecca Douglas and her phone number at Lombardo Davis & Goldman is 800-351-6448 x.104.

Feel free to call her and tell her what you think of her threats and posturing.  If you are being harrassed by them too, it will probably feel good.
