I just received a phone message from a Mark Jefferson today as well. He was unable to address or even know my name. The message he left goes as follows.
This is Mark Jefferson we are having some of your paperwork and I am concerned that you may not be aware of the decision that I have been asked to make I would really like to have your input first please press 14 or call back at your earliest convenience I can be reached during normal business hours at 1 801-206-9144 ( a Utah based number )

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

The Number this person Name Mark Jefferson called me from 404-445-2001. This pesrson threaten and harrassed me over the phone. Mr Mark Jefferson very rude and disrespectful. Saying that I did a payday loan back in January 29, 2010 of $1200 dollars that they are willing to settle for $645.00. When I ask for a name of the payday loan he said some name called quicksavings.com or quickcash.com.. When I ask for the company phone number he was very rude did not want to give me the number saying that they don't want anything to do with me; also he is going to download my file and send it to the county court out here in NYC so I can arrested for bank check fraud which I never did.. I called my Bank they going send me statements and I am going to go over my account and I made a complaint with the BBB.org. I am writting to file a complaint against this company Legal Meditation. I felt my civil rights were violated and discrimnated against. I would like this matter to be solved. I am also going to file a complaint with the FBI and NYPD about Legal Meditation and file a civil suit against this company. I also did a reverse search on this 404-445-2001 and it comes up as a private number no name and address on this address I am not going to give anyone money if I don't re-called doing a payday loan one and the person Mark Jefferson is not providing a actual number. I am not going to be a victim of a con.

'HORSECHIT' Annabelle!!!!!; NO ONE can 'arrest' you at your place of business or anyplace else for that matter in a 'Civil Action'.  These scam artists are the scum of the earth and are preying on people who are ignorant of the law.  My suggestion for anyone who gets a call at their place of business from these people is to transfer the call to the local sherrif, local police, State's Attorney or the Attorney General of the State.  

Whatever you do, don't give them ANY personnel information and NEVER make payment arrangements with these people unless that can produce valid proof that the debt is yours.  Make them give you a local address of the company they represent, a notarized copy of the supposed debt, and a local phone number where they are their legal representative can be reached.  Don't be intimidated by these people under any circumstances!

I received the same call from a woman named Kelly. Today she said she was from Harris and Harvey Mediation. Last week and previous to that she said she was from Faulk and Sterns. I did take out a payday loan about 3 yrs. ago and because I lost my job couldn't pay it back right away. Long story short about 6months later a collection agency called me about the debt and I set up 2 payments to come out of my account. One payment was drafted and the next was set up for the next month. Two weeks later I received a call from a different collection agency who said I owed the debt to them.  I told the guy I was set up for a draft with another company that would make me free and clear. He then proceeded to tell me that I should not be paying that company. Confused I called the home office of Check-n-go and spoke to a woman who said the company sells the debt to many companies and she didn't know what companies they were. Pretty much whoever collects first type of thing. Well I stopped payment on the second draft because thats crap. How does the other companies know if the debt has been collected. It was a big mess.

So 2 yrs later I get a call from this lady named Kelly from Faulk and Sterns then Harris and Harvey mediation who sounds like she is eating chips the whole time she is talking to me, saying that I need to make payment and so on. Knows nothing about a payment I made because it doesn't show that in her system and that I will have check fraud behind they will notify my employer I will be served with a summons and so on.  The best part is when I google the number she tells me to call her back on 757-263-4266 its for a company that sells ice makers! I still have the check that was drafted from my bank account for the 270.00. I told I could send her a copy and all she says....well I can talk to them and see if they will except that. I don't know what to do at this point should I call lawyer???

Received a voice mail from this number today stating they were from a legal mediation group and that it had to do with check fraud on a payday loan that was never taken out. They threatened to turn it over to the state is payment arrangements were not set up for this. The person identified themselves as Ebony Nelson. This is a total scam to harass people into sending them money and to get personal information from them.

Received a phone call from this number stating that the person calling was Ebony Nelson and that there was a check fraud case pending. Has to do with a payday loan that was never taken out and she wanted to set up payments over the phone for this. She could not provide any written information concerning this so-called loan. THIS IS A SCAM!!!!!!!

I didn't personally receive any calls from them, they contacted people I know saying I had a loan taken out when at the time I wasn't employed, but said that I was employed at a place that doesn't even exist in my state! How do you have a job at a place that is 100 of miles away.....? HMMM. Anyways when I mentioned this blog to the lady (who transferred me to 5 people, who also sounded like the same person) she got angry and loud and said you will see how fraud we are when we pick you up! But they have never sent things to my house nor have called my job or me, so how are they going to pick me up? FRAUDS!!!!!

HELP!!  I just received a call said the name of the company is First Reserve Legal Mediation Check Fraud.  They have a felony check fraud for my arrest tomorrow unless I pay $800 for a payday loan through Cash Net.  Said it had been through three collection agencies.  I had received letters and phone calls.  I do not remember anything like this.  I asked to see a copy of the affadavit and I was told no.  Not until after I pay.

I received a phone call from today and it almost identical to your post. The noise in the background was the first thing that let me know something was right. The second was the so call "attorney" and the overall rudeness of Ashlee/Ashley (probably not her name). Very unprofessional!!!!!!!!!! They want you make a payment  immediately over phone. If not, they will report you to the state to have you arrested and so forth. I have never heard of this. There are no real words to describe the nastiness of these less than human species.

we petition the obama administration to:
act in the best interest of the American People and have The Fair Debt Collection Practices Act (FDCPA) modified.

Currently, The Fair Debt Collection Practices Act is still weak and consumers need more protection.

Changes need to be made:

1. No time limit on the Validation of Debts. Change Section 809 of the FDCPA from 30 days to no time limit.

3. Third party collection agencies cannot sue consumers if they had purchased the debt since the debt was not originally made between the consumer and the debt collector unless the consumer signed an agreement with debt collector.

3. Third party debt collectors cannot contact the consumers place of employment for any reason.

4. Collection Agency can only call the consumer no more than 2 times per week 8am - 5pm Mon-Fri.

5. Credit Reporting Agencies can only report adverse accounts for 3 years instead of 7 from the original delinquent date of the debt.

Please sign and let's see if we can help the consumer more than they help the credit agencies.  This petition needs 100,000 by May 20, 2013.

I wont say that they are a scam but what i will say is i got a call from a lady name Lauren Jacobs regarding a payday loan my son had and we thought it was a joke. well long story short we ignored it and 2 days later my son's job said that they recvd info about a felony charges pending againist him and about a week later he was picked up by harris county police.

my son joseph knew he got the loan but thought he did not have to pay. WRONG!!!!
They can and will come after you if it is more than $500.00

I just received a call from "Investigator Ashely Miller".... and this is a criminal matter and she was going to have to send this to the States Attorney's Office.... Well, I live in Texas and you are in New York number 1 and number 2 you left all of this on my voice mail... Dumb!!! Now I have proof to send to the FTC and State's Attorney's Office...

Does anyone have the most recent address and legal name of these people?

She said she is from "First Legal Mediation Group", however, the NY SOS site does not have this on file.

Absolutely! You DO NOT have to give them money if they do not provide some sort of proof of the debt. Call the original creditor and find out who owns the debt and deal with them only or you will most likely be overpaying and scammed!! Be very cautious with these leeches, Good Luck..
   FYI you cannot be criminally charged for a payday loan, however you may be sued but it would be by the owner of the debt (or creditor) not these guys as they most likely DO NOT own your debt.

I have been getting calls to my work but they identify themselves as the state attorneys office but I look up the number and it belongs to Harvey and Associates so why do they lie. I told them to stop calling and that I was gonna report them to the attorney generals office. I don't know what else to do they could cost me my job.

I have been receiving calls from this number since week from a nasty ghetto a** speaking female (I refuse to call her a woman) named Stacy Brown.  She is so extremely unprofessional , rude, and obnoxious.  She claimed she wasn't a debt collector but a legal mediation group.  She said I owed a payday loan from 2009 from the SSM group and since my bank didn't pay, I have been written up on an affidavit for check fraud and it would be sent to the State Attorney's Office.  She said if I didn't make a payment of at least $319 on a $1278 debt by Friday, the State attorney's office would arrest me at job or home and my bail bond would be at least $800 which didn't include the debt I owe and it would be a FELONY CHARGE in my state NY.  She went on and on about how she investigated my criminal background and since she couldn't find anything criminal she would communicate that information to the judge on a signed affidavit once I committed to payment of $1278 and sent her a payment of no less than $319.  She refused to give me an address and she refused to provide any information of a debt in writing.  She kept asking me for my email address and my credit/debit card information and said she didn't have time to babysit me on the phone and how she wasn't going to do this or that for me.  She messed up when she was having a little too much fun talking down to me like I was her kid!  Too bad she didn't concentrate more on collecting the debt professionally.  Maybe it was when she so called "transferred me to the processing department", it was her again pretending to be 3 different people! How are you going to answer this 888# at 7pm at night and 9am in the morning and always be available to talk to me when you said you have 100 cases a day on your desk and you are tired of hearing people's excuses for not telling the bank or the debt collector X, Y, and Z!  SO, I knew she was a scam artist, so my debt agency said that this was a desperate collection tactic   and not to believe anything I was told!    My debt is being handled already, and my legal representative chuckled and said good job for not giving out your credit/debit card!    This will motivate me not better handle my debts so these uneducated good for nothing ghetto a** speaking individuals can leave me the hell alone! Go find a sucker Ms.Stacy Brown and go back to school to include customer service skills!

Called today saying that the person who left the message on my phone was an investigator and had something pending for the state of Texas.  Did not leave company's name and when I tried calling back at around 8:30 p.m., the recorder said that the person was on the phone.  I don't know if it is a scam or not.

this number does not belong to Harvey and associates anymore it belongs to FIRST RESERVE LEGAL MEDIATION GROUP...and if you don't believe there are a real company that check your credit report because mine told me 888-466-1782 was the number to call to settle the debt with.....so be careful..

I asked her if she knew that there was a post online ALL about her company, and that it was fraudulent? She got real angry, said do you know there's a warrant out for you and we will send our guys to you.... then hung up on me!

Wow! I received a call threatening me to have a warrant out for my arrest if I did not pay a bill that had gone into collections. I don't know how they received any information about that bill, but as I do have a lawyer, I called and asked them what I should do? They said they would be happy to help me file a lawsuit for harassment and fraud if I liked. This fraudulent company said they would give me until noon the next day to prepare payment, and if not paid, they would have my warrant out, with a $4500.00 price tag for the bond/bail. Really!?!?!? Praise God I have my lawyer to help me feel protected and to reassure me that this is a common scam, not to fear.
