John Spencer has been bothering me too. Same story abt going to jail - it is total scam.  Does anyone know telephone no. To report this?  They've called abt 6 xs now.

Well, this time, they are using the name "arbitration resolution" with the same old john spencer calling with the same old threats. They have also used 713 904-1618 and 713 904-1618. Both numbers are now blocked.

The latest call back number is 888 278-8565.

This company is actually Four Star Resolution, LLC (filed with New York State as 4 Star Resolution, LLC). They always call themselves F.S. (fill in the blank - Mediation, Legal, etc.). They are collecting on PayDay loans that were issued in New York and Maryland where they are illegal. Report them to the FTC, the CFPB and the New York Attorney General. Save the letters they send with a Canadian return address, they are an FDCPA violation by themselves (keep the envelope they are mailed with a Syracuse NY pre-sorted mail permit). A class action attorney could have a field day with a written threat of legal action on an illegally originated pay-day-loan.

**ALL OF THE DEBT THEY COLLECT ON IS PAST THE STATUTE OF LIMITATIONS. LEGALLY YOU DO NOT HAVE TO PAY THIS DEBT.** Call your State Attorney General if you do not know the statute of limitations in your state and while you have them on the phone file a complaint against the company using their correct legal name and address contained in this post.

They actually operate out of a boiler rooms located at 1839 Seneca St., Buffalo, NY 14210 and a former Blockbuster store (seriously) at 2400 Seneca Street Suite 7, Buffalo, NY 14210.

File a complaint with the BBB that describes the company name and telephone number they are using currently if you receive a letter or a phone call. All of the names they use are totally fake and bogus: Frank White, Mark Johnson, John Ford, etc.

The company is owned by Travell Thomas. Travell likes to hide his location and doesn't come into the office much, but his mother Cynthia Thomas lives at 56 Fennimore Ave., Buffalo, NY 14215. You can give her a call at (716) 837-2858.

The New York State Attorney General is aggressively pursuing rogue debt collectors and people who collect on payday loans which are illegal in New York. Report this company to the NY Attorney General by calling (800) 771-7755. Let them know the fake number they called you from, the fake company name used in the call with you and the legal name and address of the company contained in this post.

I have received phone calls from a company called American Asset Recovery; different 800 number, the has the same mailing address as County Arbitration.  This is a "virtual" office building.  I filed a complaint with the Colorado Attorney General's office (where it appeared the calls were coming from).  Their response is that this is a fraud and a "phantom debt collector" that operates in a foreign country and is engaged in fraudulent debt collection.  Using modern technology these agencies are able to mask their activities with a local or 800 phone number even though they are operating outside the US.  The CO AG office has received a number of complaints about these companies, and based on everyone's comments on this board, they are a fraud.  DO NOT give out any information to them!!!  Do not give in to their scare tactics.  Let them come and arrest you.  I highly doubt that will happen!!

i received a similar call, they had the last 4 digits of my husbands ss#.The guy left a message saying his name is JOHN SPENCER 8884668858 AND stated my husband owe some money to chase bank and if i don't pay them 1200 dollars now they are going to come to my house to take him to the court. i called them back and spoke to a guy name DON MACK AT 2105937133 EXT 308. i didnt know what they were talking about and they wont give me any other info until i pay 1200 dollars. my husband was really sick (had cardiac arrest) and i didnt want nobody to take him to the court. so i pd 1200 and Mr don said they will send me everything on my email and send me a letter. it has been 1 month now no email or letter. i just called thi jerk and i told him who am i then he put me hold forever. i had to hang up on him. Yesterday i had similer call from a guy name RAYMOND BLAKE IL 8884095060 EX 3011 SAYING THE same thing. i dont know what F**IS GOING ON..I WILL NOT GOING TO CALL HIM BACK AND THEY CAN COME TAKE HUSBANDS DEAD BODY...

When you call ANY 800 / 866 / 877 number with a blocked phone, they still get your number since they are paying for the call.

I answered the call and it was a recorded message from John Spencer of County Arbitration.  He said that they received a returned item from my bank and I had 48 hours to call them back or they will refer it to my county for prosecution.  First of all, I haven't written ANY checks in years.  Second, all my bills are paid through my bank's bill pay system.  If I did not have any money in there, they would not pay it.  Third, I always keep a minimum balance in my account of at leat $2,000 to avoid the monthly bank charges so there is always money in the account.

Oh My Goodness  -   This County Arbritration called me from (850) 270-6958 said I had 48 hours to contact them.......The supervisor Nicki and two of the Representatives Tonya and the other one I forget her name...........was really NASTY and very vague. They gave me the bogus address of 1776 I St. NW 9th Washington, DC 20006

I'm still shaken up on how NASTY they are there, wouldn't give any information, kept changing around what I was trying to say and cutting me off at every word.........really Nasty.

How do I report these NASTY Bunch of collectors.

If you get these calls turn it around on them and say something like, you work with the FBI and they are under investigation so you are so glad they called, ask questions like where are you located what is your full name, how long have you worked for them, etc....trust me they will not call you again.

call the  FBI and tell them that you need to report threats you are getting from this phone number, save the voice mail and tell them you have it.

Just received this same call, so the scam continues unabated.  Knew it was a scam, but wanted to post so others are clear.

Received call on 3/27/2013 from a John Spenser from County Arbitrations calling regarding a returned  item from the bank. He gave the 1-888  to call back and a case number also. The number came up on my caller ID as Concord, NH with anumber that doesn't exist. It said you also have 48 hours to resolve this issue and failure to comply wouldresult in a complaint by your county.  I called them back on the 1-888 number and was told that wehn I paid off the debt to another collection agency that the company I owed money to had never been paid and that's how they received this.  The gentleman I talked gave me the last 4 digits of my SS #.  He told me that he did a background check and it was clean but if I didn't settle this debt with them I was looking at a felony for fraud on my record.

U did a bit of internet search on the phone number that they called from (7047614664) it is a number from the state it is from but it is also a voIp line.  These calls are made over the internet and if that is true then they can bounce that number from anywhere using the internet.  In other words, they can bounce from modem to modem to modem without someone who knows how to back track to get to them.

I too, received a call from John Spencer, but the # they are calling me from is 7047614664.  Same spill as everyone else is getting about a returned item from my bank.  I keep close track of my bank and what checks I write and all the checks I write are cleared.

Listen, i'm thinking these guys are definitely scammers. I work in collections for 20 yrs, we are NOT ALLOWED in any way, shape, or form to ever leave messages like these guys. The laws are strictly guided by the FTC and now even more than ever. They just got a message from me, an attorney general complaint is coming their way. If I had any bad debts out there i'd be very upset by this call too, yeti'm in good standing with all who i owe so i know these guys are bogus. Whoever gets these type of calls should go directly to nj.gov and find the attorney general complaint form and file a complaint immediately.

I also got 2 calls from the same John Spencer from County Arbitration, with a case# and about a bank return item that had to be answred in 48 hours and to call 8884668858. I had already received another calls from another bunch of scums. They need to go away!!!!!!!!!!!!!!! I am not calling them back as sometimes they record your# and use it for future harrassments. So annoyed with this!!!!!!!!!!!!

I received a call to day from 724 568 7321 left on my called ID message was from a John Spencer told me to call back 888 466 8858 called them back told them they had the wrong person didn't tell them name all I verified what # they called I told them I wasn't the person they were looking for and they believed me thats how stupid they are told me they were given the wrong info.......... I am going to notify the police and attorney general office also at the end of recorded message if I didn't return the call all they could wish me is good luck..... what jerks

the 888-466-8858 number goes to "investigator Mack". hes also the one who has the prerecorded message saying that the call volume is high...no matter what number you find for them on any scammer site online all the numbers go to this piece of $hits phone...get any info you can from him and send it to the FTC and your state atty general office...I also called the Regus building managers to find out about them and thats how i got the desk receptionist for the building at 1776 I st nw...she is the one who told me that there is an office on the 9th floor but that "they said this office doesnt accept phone calls"...hahaha...never heard of such a b***s*** excuse in my life...they reroute all their calls through magic jack so you cant trace them online or through 411...give these scumbags NOTHING, they are nothing but ashole thieves...they changed the name on their old recording to john spencer from walter bryce (look that name up online) but its the exact same message with a diff name inserted...idiots

I also got a called from those loser, on my phone id, it was (916) 414-8678, but they told me to call back to the same 888 number. I called the the first number with a block number, the lady answer with "county arbitrators" I just hanged up. I prolly do it a few times just to annoy them.
