They are now using (202) 803-4954 as well.  Trying to sell Monitronics monitoring with a GE alarm system.

do not call list does nothing, it does not matter to them, they just keep calling and calling, and they will hound you if they can, when I see a number, i just cut them off.

It is almost as aggravating as the tv being turned up when commercials come on, although it does not happen as much as these most irradiating phone calls.

Two more references to this number at http://800notes.com/Phone.aspx/1-424-241-1757 starting with the first entry by a "doris g." in the thread.  Similar postings by "doris" at the start of a thread for the same number at WhoCallsMe.com (http://whocallsme.com/Phone-Number.aspx/4242411757) and MrNumber.com (http://m.mrnumber.com/1-424-241-1757).  All posted on 18 Nov 12, two are claiming the call came in two days earlier and one claims the previous day.  All are claiming that the calls stopped with just a day or two of time passing. (can we all say BS!)
Similar posting by "james" at http://800notes.com/Phone.aspx/1-424-241-1756 for the same date.  Identical postings on WhoCallMe and MrNumber for that number but provided by "steven",  All of them are the first entries in their threads.
Interestingly calls from both 424-241-1757 and 424-241-1756 are showing Caller ID names of "MOD DEPT".
I would guess that before the spammers start one of their campaigns with a new number, they are making pre-emptive strikes on call reporting sites (like this one) seeding those number threads with glowing recommendations for calling their "harvester" number, so that the first thing someone researching their call sees is their BS entry.
One drawback to this site being as popular as it is, is that the Latest Entries list on the home page changes so rapidly.  Otherwise such postings by the spammers would be more apparent when they happened and we would all have a better idea where the next wave of spam would be calling from.

Monitronics is behind the 269-978-1233 robo calls - their agent Maximum Security Alarms, Inc. of Sacramento, CA accepts transfers from ROBOT Jonathon, whose message is that they'll be in your neighborhood sinstalling free GE wireless home security systems that Monitronics will monitor.

The number was new to me but the fake testimonial spam style was all too familiar. A spam campaign featuring two other phone numbers ran about a year on Who Called Us, beginning to my recall in Q4 2009. Those numbers are 307-223-0458 and 877-646-7319. The fake comments were particularly heavy in late 2010, most following a one-liner pattern of recommending a number for relief from the calls, never once explaining who was at the other end or for what purpose. Frequently they were posted to multiple threads in batches, under different first names. Often they were the first to appear in a thread, idiotically providing a remedy before any complaints could appear.

This activity has been linked to the firms EngageTel and PaeTec by one "Spam Avenger" in November 2010 ....

... and corroborrated in part by "Caribear" a month later.

What's described amounts to a complex laundering scheme for junky calls, often using ludicrously obvious spoof numbers. All of this has been part of an even more convoluted scheme involving security system installers and the Monitronics firm. (... a story I won't unroll here but one I've documented probably more than anyone on WCU)

The 888 subject number of this thread appears connected to a variety of scams, but may be related, if distantly, to the above affiliate marketing scheme. As time has passed, I see some junky number threads gathering complaints about fake auto warranty sales, credit reprice scammers, and other cubicle-based swindles. Some phone farms like to rotate their scams like crops, I think.

The one best link has come in this otherwise sad example of a mystery caller site:
http://www.numberinvestigator.com/608237

All three of these numbers for people to allegedly "stop the calls" appear in this one thread. The first two are helpfully hawked in a single comment from "Kelly" in September 2009.

"Susan" reporting on 8604700041 claims that some CSR is waiting behind those numbers to take your no-call requests. Agreeing with Julie above, a handful of other commentors in different threads strongly suggest these "compliance" numbers are actually for harvesting. I don't see another more plausible purpose either. I would try one out for research if I had a phone number I considered disposable.

I think you've nailed it, this was posted on the report thread for 603-856-0991.

"A simple and effective way to stop the phone calls is to call 888-556-7682 to have your phone number removed from the caller's list."

Calling that number will guarantee the calling number (yours) will be tagged as a live wire.  The onslaught of spam/scam will notch up to a degree where the only relief to be found will be to cut of the line.

This number 888-556-7682 is being posted without identification as method to stop "real" spam/scam calls.
But I can't find any real info for this number. considering this number is being flooded across the web, it itself is likely a secondary scam.
