this number called and when I called back the guy was a major jack a**. He asked if he left me a message and I stated no... we then told me I was tying up his line. Really... I think you called me on my CELL PHONE which costs me money but I am tying up your line.

The number that they are calling is not for the person they are looking for.

This number is from Capital Management Services, a collection agency. They call and leave voice message asking the person they are looking for to call them back, The include a reference number as well and ask to give them that number when you call.
