That's right. It's an MSU emergency #. Just received it myself to state that non-essential services have been suspended again due to the snow storm, sub-zero temps, and high winds.
i picked up and played my "this number has been disconnected" wav file. it sounded like there was some kind of recorded message. i called the number back and there was no indication of who the number belonged to, just asked to enter a mailbox number or wait. after i waited a bit the canned voice said try again later. i do not think it was msu calling. i called the msu admin number and they said they know nothing about what that call is about and have nothing to do with it. another garbage call.

Its from Michigan state university. You get them if you signed up for emergency alerts. For example, today there was a tornado warning so this number gives you an automatic message letting you know of the warning.
It's Michigan State University's emergency alert number. If you signed-up for notification during an emergency, their system notifies you.
