The number is being used by scammers pretending to be a legitimate bank. The scammers have issued "cashier's checks" to perhaps hundreds of people around the U.S. and have asked the recipients to engage in mystery shopping. The real purpose is to have the victim cash the check at their bank then moneygram the majority of the money back to the scammers. The victim gets to "keep" $250 for their trouble. BEWARE.

Phone number belongs to Hartford Lending, an unsecured private lender. (I called to find out after a Yahoo! Answers user asked what company the number belonged to.)
