WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

Same thing has been happening to me.  I just filed a compliant with the FBI about the problem. I am now trying to block the number, so I don't receive these types of calls.   Hopefully I can find the IP and block that as well, unless of course they are masking it and using a proxy to mask that as well. So frustrating, but I will do my best to find out their IP.  May be I can contact, "anonymous" to flood their gateways.  This is very annoying, especially if you have an elderly retired person living with you and can fall for something like this.

If you have an IP VOIP phone, you can block the incoming calls from that number, which should stop the harassing calls.

Today was the tops.. if I do not answer back in next 24 hours, collection agents and police will be knocking on my door tomorrow.

Watching from the Bureau of Crime Investigation (BCI), and when I asked the name of his supervisor, he said his name was Charles Anderson.  Nonsense.

Can't get over how stupid and incompetent scam runners like this are.

Had this group calling one of our business lines asking for one of our employees.  Called a good four dozen times in the morning.  Eventually the secretaries got wise it was a scam, but the thing is?  The employee they were calling for is on a 3 pm to 11 pm shift.  All their calls were in the morning.  No matter what, if we were rude or nice to them, the same guy would STILL call back a few minutes later.

He wasted his entire morning trying to get a person who wasn't even physically IN THE COUNTY, much less on site.

These guys have to be paid by the hour and not by commission.

I received two phone calls from a middle-eastern Indian man named John Smith who left two voicemails a minute apart.. I decided to look up the phone number because the something didn't sound right with this guy..I recently filed bankruptcy and don't owe anyone an outstanding debt but my student loans because I'm in school.. I saw all of the complaints on several threads and decided to have a little fun of my own.. I called the number back and spoke with Donald Jones (who was clearly the same guy who left me the messages), but called him Habib because I acted like I couldn't understand his thick accent.. he told me that he would come to my house and rape me if I didn't pay some $645 debt before having me arrested.., (evidently, this dude likes to threaten people from other threads I have read) so I told him that it wasn't me that he was calling for, it was my 13 year old daughter and that if he called my number again I would call the cops and make sure that he was hunted down and thrown in jail for threatening sexual assault on a minor.  All he could do was scream, "OK OK I won't call you again!" and hung up. I'm still laughing at the scarred sound of his voice.  We will see if he calls back again..

Here is how you get them to stop.  I love that they called me because I actually work in the legal department of a law enforcement agency.  I let them leave a message (blah, blah things are going to get bad for me,etc. )  I called back and played dumb.  As soon as they started with the threats, I informed them I was recording everything.  I told him I needed the name of the law firm, managing partner's name, his law license #, the state they are licensed to practice in, something in writing verifying the claim they say they have against me, where it was filed. etc.  He fumbled around and hung up.  I called right back and told them my positiion and how interesting it was that they called me because I had a detective sitting right beside me eager to get their info so we could verify their claim.  Hung up again.  I called back.  Hey, if they can continuously call me, I'll do the same.  They said they didn't have to tell me anything and hung up.  I waited a few days and called back.  As soon as I said my #, they immediately said it was a "mistake" and they did not mean to call me.  (Funny since they used my exact name the first 3 times) and said they would not call back again.

Bottom line is, call their bluff.  If someone is really calling from a law firm, they will provide you the info you ask for.  These guys are scammers preying on people hoping to scare them into giving out their banking info.

I have been receiving calls from this number on my cell phone for several weeks. I have the number blocked, but they leave threateneing voicemails from a woman with a thick accent, saying her name is Nicole Brown (yeah right!)  about owing them money, hauling me to court, arresting me, yadda yadda.  I know it is a scam, but it is extremely annoying.  I never call back. Fortunately, they have not called me at work - yet.  Knock on wood!    I have taken a couple of payday loans when I was strapped, all of which have been paid back, and this is what happens.

This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information and you need to do whatever you can to protect yourself. Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

"He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

Someone from here, a truly obnoxious woman, who can barely speak English, has called our business both yesterday and this morning about 20 times in a row.  Asking for a person who doesn't work here.  I told here there's no one here by that name, then she got really rude.  I asked the name of the business calling so I could report them to the Attorney General and she hung up.  Then she called again and again and again.  I put her on hold each time.  When I called the number someone named "Henry" answered, he said they are the legal department of USAC.  Yeah right, I told him thanks I just wanted the name of the business so I could report them.  He hung up on me.

I have been receiving calls from these people for the past 2 weeks.  They call my job and my cell phone all day and leave threatening messages saying that if I don't call them back I will be very sorry and they threaten to contact my job and tell me that I can go to jail.  They say they are calling to collect a debt for an unpaid cash advance which is a lie.  They said they have mailed and emailed me the information which is another lie because I have not received anything from them.  Someone just called me right now and I got upset and started asking them a bunch of questions and the lady told me that their office was closing and that she would call me back tomorrow.  I asked her why she called me if her office was closing and she just laughed and said she didn't know.  As soon as I hung up I received 3 more calls from them, I answered one of them and this time it was a different person, I asked him why they keep calling me and told him that someone had just called me and told me they were going to call me back because their office was closing and he said "ok well what is a good time to call you back tomorrow?".  This is getting so annoying!!!

You are exactly correct.  Most of the online loan companies are there to harvest your most damaging information and sell it to the highest bidder.  The the collection calls start.   If you need money,  it is far better to go to a local company,   face to face,   and apply.  At least you make eye contact with the business that is going to screw you with exhorbant insterest rates.

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.
