Yes, the call I got was from St. Luke's Blood Center in Houston, TX. They call to thank me any time I've donated blood. It's a recording saying "thank you" and a recording of someone who benefited from donated blood. If I don't pick up, at least they do leave a message. It would be nice if they did identify themselves on Caller ID as something other than "Toll Free Call."

Yes, this really is a thank you call about your blood donation. The number is used nationally.
They typically call close to when you'll be able to give blood again, presumably so your good feelings about having helped someone with your donation will encourage you to go again soon.
