They have computers that generate random phone numbers that they call. They don't bother to check and see if the numbers they are calling are cell phones or numbers on a state or the federal DO NOT CALL LIST. They don't care about your privacy or peace of mind. Don't participate in their surveys -- why let them make money off of you by interupting your evening?

Did some googling. This is a marketing research company called KLJ Field Services that conducts phone surveys. They claim they are not subject to Do Not Call List rules. Here is a company website with more info and link to get your number removed from their call list (yeah, right).
