The people who call from this number should all be referred to as thieves. Nothing less. You have money, they want it. They try to scare you into giving it to them via some preloaded moneycard like Vanilla, Moneygram, Greendot etc. They will tell you they are with the Legal Department of some elusive agency, like the Texas State Police Department and you think the worst and then just agree to do whatever they want. They hope that is what you will do.
I advise you to take the aggressive role, ask who they are, where they are located, what documents are they referring to? All simple questions with answers that should be easy to answer. If the answers are indirect or they try to intimidate you just hang up, they are not coming to your house, law enforcement doesn't work like that.
Want to have some fun with this? Tell them you have the money, but they have to come to your house to sign a receipt for it.

I received this same type of call today.  I am going to call the New Haven Police Department to report it.  I am hoping they call back, can't wait to speak to them. It is very sad actually since I am a divorced female and this call absolutely frightened me and my co-worker found this on line to give me peace of mind.

I received this voicemail yday, and since my voicemail provider will email both the voice and an email of what was said, this is the email I received of the transcribed session states the following:
"Hi this message is intended for Addie Cadis. Hi Mister Addy this is Deputy kevin(?) Johnson calling you from the New York State police department and the reason behind this call is that we have received a federal(?) complaints against your name and three serious allegations. If you also see-you(?) get our dinner. So attic very second you receive my message I need you and your eating at the New York records(?) to call back on this number 9044029843. I repeat 9044029843 and to speak to a halt(?) for sure-done(?) black. He's working in the Federal Trade Commission. Audio system(?) is simply seventy or send to your local safety-department(?) if you failed to leave-results(?) and if you file another complaint that."
... more. Please listen to your voicemail for the remainder of this message.
First of all, my name is not the name above, not even close, and when I listen to the voicemail it's a very very thick accent from the middle east. I know the transcribed session has a few errors, but, I guess that shows also how very hard it is to understand what the person is saying, but, they are clearly committing fraud stating they are with the NYS Police Dept.

Just got a message from this a$$hole, that I could barely understand.  Same line about having me arrested if I don't call back with my SSN and phone number and address.  Blocked my number and called him back and left a message that I reported him to the States attorney and local PD, also having the FBI monitor my phone.  Also that impersonating a police officer in America is illegal.

Several calls from this number.....Bureau of Investigations Department.....very heavy accent. I called back and asked if they were a collections company or what? Said they were gonna arrest me, etc. for a '$400 cash advance". I am a former law enforcement officer and currently work for a bank. I was amused so I played along.....eventually they said they worked for paralegal for Jim Hollis attorney...I said "Oh my, I guess I better send you a check, what is your address?"...."Gimme your check number and account" he says. I said I need an address and company name....he said how much is the check gonna be for, I asked how much do I owe? He said "$6000 .....interest piled up".....I said "U are breaking the law and I will turn this over to law enforcement. He hung up.....I called back several times received voice mailbox.

Left a voice message stating they were some federal bureau and thatI needed to contact them concerning a complaint. Told me to contact them or they will be forced to issue a warrant for my arrest. So I decided to try and find out who this Samuel Baxtor guy was. I called back and asked the guy who answered the phone which state police he worked for and he said he didnt have the info. I told him he was being recorded and he started to act crazy told me to go to hell and hung up. This is definitely a scam or phishing call so dont even bother answering.

I have been receiving calls from the same number and he has said with a thick accent that his name is James Brown, Officer Jake O'Brien and Spencer Brown saying he's from the US Dept of Treasury and I need to surrender myself to the nearest Federal Agency.  He tried to get me to verify the last 4 digits of my social as well and when I would not verify it, and told him the call was being recorded by the NY Police department he told me he loved me and I hung up.  Then he called back and was saying "fuuuck you".  Obviously it's a scam and I am not sure anything can be done, but being that I called him out on it I don't think they will be calling again.

Received the same call,  The name he used was Officer Michael Black.  He said he was from the Federal Crime and Enforcement Agency.  I asked from what district, and he stated that he could not release that type of information.  Funny, the called ID stated 904-402-9843, Jacksonville, FL.   Also sounded like a collection agency,  all the noise in the background of people talking on the phone. Tell them to verify with the FDCPA, or the FCC and they hang up.....

Unfortunately they can get all this info from credit reports, hacking into databases with your credit company's and/or banks etc. and who knows what all..  And your right, he has violated a lot of laws. Several things you can do with this, amongst them, report them.  Complain with your phone company and local PD, see if the phone company will block (same goes for your boss). You can buy a call blocker device or phone also. But what ever you do, make sure you keep a record of the calls, the recorded messages and above all, file reports!

Please do file reports with the FBI, your state attorney general and Department Of Justice,FTC & FCC..

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer?s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

  A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

  A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

  Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Bills.com FDCPA FAQ

Below are questions Bills.com readers ask frequently:

Can a Collection Agent Call My Cell Phone?

  Yes. However, if you tell the debt collector it may not use that number because it is a cell phone, it may not contact you again at that number.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

  No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

A Collector Says I Will Be Arrested if I Do Not Pay

  This was a true statement before the US Civil War, but has not been true since. People may be arrested if an aggressive judge files a bench warrant for a person who does not appear at a hearing relating to a lawsuit regarding a debt. However, in that case, the offense is the failure to respond to a court order, and not the existence of the debt. As stated above, it is illegal under the FDCPA to threaten a consumer with arrest if the consumer does not pay the debt.
