don't know who they are but they sure are persistant

number on caller id napaal name shown no message. who is this?

I get calls too and don't answer.  They never leave a message.  
I am on do not call list in Kansas.  ???  Anybody know what NAPAAL is?
They are probably either selling are trying to harrass donations out of people ( ??? )

Receve calls on a daily basis from this number. I do not answer
