My phone caller pretended(?) to be cut off saying he is Kevin Downey and would appreciate a call back.

Had a message on our voice mail this a.m. just like all the other posts here.  The 1st part of the message is cut off then Kevin Downy with same number saying looking forward to speaking with you.  We're in Upper Michigan. Showed Blocked Number on the caller ID.  Sorry, Kevin Downy.  Won't be calling back.

I just received a voicemail that you all explain on my business line (non-profit) in New York.
I didn't call it back yet and now won't be.  Thanks for saving me a few minutes of my life not wasting it on that call!!!!

Got a message on our voice mail that obviously had started recording before the voice mail message finished.  All I got was Kevin Downey and the number.  Since I had no clue who it was, I checked online first as we're in Maine and have no dealing with anyone in Overland Park, KS.  The call also came in at 7:13 pm on a Sunday......VERY fishy!!

Think about it for a second, your instinct that it's a call from a collector is probably what it is, the message is cut off from the begining then says; again, this is Kevin Downey, so you never know what company the call is from.

According to federal law a collector MUST state the name of the company and the nature of the call.....if the message gets cut off, then he isn't breaking the law...unless people get together and show the feds that they have the same M.O. to try and trick callers and the feds that they aren't breaking the law, when in fact they are because they are purposely cutting the part of the message out, that should be stating the company name and nature of the call.

This number called this morning with the cut off message saying it was Kevin Downey please call back I did I got the  female recoreded voice saying to leave your name ,company name and #

I just received a call from 913-402-6049/Kevin Downey.  Sounded bogus so I looked it up here, glad I did.  He called a business phone but sounds like just another fishy cold sales call to me.

Same crap here, half a msg.  Called back and got voice mail.  Thought it was a collection co, but now I'm not so sure.

Same as the others, Kevin downy with just the last of the message.  He sounds like a business professional, not a phone sales juy.

I called them back, no answer. Female voice recording asking to leave my name and number, did not say the name of the business, just that I reached the office of Kevin Downey.

3/23/11 - Recieved a message similar to others that cut off in the beginning and then stated Kevin Downey at 913-402-6049. Didn't state nature of call. Sounded fishy. Glad I looked up #. Won't be returning call.

Looks like it's not really an Omaha focus -- I'm in ARKANSAS!  Got the fuzzy start into the clear "Kevin Downey" and the call back number.  This really is trickery in the extreme for businesses!

Got a message at my office to call Kevin Downey back at 913-402-6049. Glad I checked here before I did-it didn't sound right but I wasn't sure.

We received a call from this number and a man identifying himself as Matt Welch. We a a very small non profit in Oviedo FL.

Call left on recorder from Matt Welch.  Who is this guy?

Guy called and likewise cut out as if only half the message was recorded but based on reports here looks highly suspicious.same name as noted here.  Probably KC missouri law should at least take a look at this. Looks like this guy has omaha focus. Very strange. I will not call that's for sure. Who knows.

I received the same call in Omaha from Kevin Downey.  Didn't return the call.

Several calls with a buzzing sound in the beginning and yes, then cuts to his name and number with a request for a call back.

I'm in Nebraska too.  Same exact M.O.
Almost called him back as I have customers in K.C. Metro area.
