I get a call from this number and an 919 number saying that he's officer Mark Anderson and that his with the sherriffs' department and that if I do not pay I will be arrested either at my home or work and he calls about once a month two or three times in a day.. And if I don't answer he will us 911 to call me... THis has to stop

Hi,

I got the exact same message. He said he was Michael Lawson from NYPD. I had to listen to the message 4 times and turn up the volume to understand what he was saying. I have had another number 206-317-1431 call and harass my office manager at work saying they need my Lawyer's name and that a fraud claim has been filed against me.  I told them to fax me the legal documents that state this and my lawyer will get in touch.. The man got really mean when I asked him to show me documentation..  There has to be something we can do so people do not harrass innocent people for no reason like this????  Who can we contact??

my husband recieved a phone call from this number stating they had my social security number and name and was going to put a warrant for my arrest from New York.  I do not know who these people are. I tried to call this number back and the number seems like its not working and then its busy.

Phantom Debt Collectors From India Harass Americans, Demand Money

Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less was in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

"If Mr. Patel was just a cog in the wheel he seems to have been a pretty big cog," Leibowitz said. "It is clear that Patel was integrally involved with this scam."

Leibowitz points to thousands of pages of financial and phone records gathered by the FTC and filed as part of a civil case brought against him in the U.S. District Court in Sacramento last month. When FTC lawyers sought to freeze his assets and prevent his business from continuing to operate, Patel responded by invoking his rights against self-incrimination. His lawyer told ABC News he has had to be careful in how he responds to the allegations in civil court "because there is a potential criminal action," but that Patel maintains the allegations against him are false.

Federal investigators said the phantom debt collection operation that allegedly benefitted from Patel's assistance was one of several that all trace back to the same small town in Western India called Ahmedabad. Callers use technology to make it appear that the calls originate inside the U.S. Victims provided ABC News with recordings of dozens of the calls, and many of the thickly accented callers appear to be reading off a script.

"Subpoenas have been readied, and Monday morning you're going to be picked up from your home," one caller says on a victim's voicemail. "And you have children. Don't worry about your children. We have a childcare department to take care of the children."

"You will be behind bars for six months," said another caller. "And once you go behind bars, you will lose your job. Once you are behind the bars, you won't get a single drop of water."

William Peerce Howard, a Tampa attorney who represents victims of harassment from debt collectors, said it takes an especially twisted criminal to use threats and coercion to pry money from someone who is already struggling financially

"These guys really are the most visible villains in America today," he said. "They make a living scaring people."

Mark Merola, of Florida, said he just panicked when the caller told him he might be arrested at the deli where he works in a Florida retirement community.

"I was nervous. I didn't want to embarrass myself, my family," he said. He used his debit card to pay the collector $576.

Afterwards, he says he realized "how stupid I was."

"It just happened so fast," he said. "I got scared."

Leibowitz said he hopes with more attention, future potential targets of the scam will recognize red flags before they turn over any money.

If callers say they are from the police, consumers should know that law enforcement officers do not collect debt for private parties. If the caller is speaking with a thick Indian accent, but calls themselves by a names such as Officer Mike Johnson, that should be a tip off. And if they're calling 40 times in two hours, that's another red flag. "Legitimate debt collectors, legitimate pay day lenders don't do those sorts of things," he said.

Merola said he would like to see anyone involved in the scam prosecuted aggressively.

"There's no place in society for these people," he said.

First they called me from the area code which I live in, and when I hung up I called back and it was someone elses number. Then they started calling me from the 914 area. And they kept transferring me and everything else.

They called me first the other day from a number reading 951-389-0276. Strong Indian accent saying his name was John Edward (yea right, with an accent like that?!!) and that he was in California (I live in WA) from the Bureu of Investigations & Litigation (No such thing). Knowing he was full of BS, I argueed with him to leave me alone and that I knew he was full of it. Everytime I hung up he would call right back. He knew my home address and my social security number. I felt violated. Threatening to come arrest me because I wouldn't write down information he wanted to give me. I pretty muched welcomed him to come arrest me and went to the police department. He screans his calls so the police can't contact this douche. Today he called from a number reading 914-239-0206 and left a message  saying his name was now Alex Smith from the Sheriff's Office (no state or county info) and that yet again there has been a law suit in my name and social security number (as if they draw it out of a hat) and quote (in broken english) "call back my department before you get arrested! Have a BAD day!" This guy is an annoying douche that needs an old fashion castration! The only thing that really scares me is that he has my social security number, now I'm all worried someone is going to steal my identity. Lifelock here I come!! $22.50/month sounds cheap compared to having to pay for THOUSANDS of dollars of damage someone might do out of my own pocket! I hate that I'm going to have to change my phone number too!

this is a scam. they call several numbers and threaten to arrest the person for not paying them back. they are able to provide your SS#, address, home/work # to try to scare u into paying them. the person has an indian accent but gives you an american name like Mark Anderson.  dont believe them. they cant do anything to u. basically they get you info from an online website you recently visited where u put in the info they are giving you like for a job application or resume.

Just received a message that I need to contact them at the number above.  Said they're calling from Sheriffs Department andnot to void them. If I didn't contact them I would have an warrant for my arrest.  When I tried to call that number a recording came on and it didn't list the company name.

When i got the call it freaked me out!"SAME"details...deep indian accent,call came thru as 911 and i spent forever trying to get legal aid cause i knew i had done nothing wrong.He threatened there was a warrant for my arrest etc...but the bottom line is WOW its amazing what lenghts these people will go thru.

I have been getting these calls for sometime and I am really sick of them. I call them back saying that I am going to be arrested? I tell them that I aren't falling for heir HUGE scam. 911 came up on my called ID too. I bet the local police department would not appreciate them using a 911 number to get people to answer. Report these jerks to youever you can!  DON'T GIVE THEM A DIME!

I got the call on my cell phone yesterday and it actually came up as an emergency. When I answered it nobody was there. I was out to lunch and got a text from co-worker who said an Officer Mike Stephenson called from this number and I was to call him back immediately. The number he left is the same number everyone else has 914-239-0206.
Today I got a call here at work and he asked for me, had my name, but couldn't pronounce it correctly and said I needed to pay $200 or go to jail immediately.
This person gave me two different names, first it was Officer Mike Stephenson with Indiana Police Dept. (No such thing as the Indiana Police Dept.) He also said his name was detective James I just laughed and  I asked for his badge # and he gave me 3 digits which all officers have at least 4 digits. I told him I was reporting him to the police. I called the local police dept and made a report out. They told me to just block it on my cell phone which I already did and to say I don't work here.
Amazingly he hasn't called back after someone else answered the phone and gave him a hard time also. It's a scam and don't fall for it.
I was told by my local police that they can get any info about off the internet for little or no money including SS#.

This person is calling repeatedly it started out he was a sheriff deputy and a warrent for my arrest had been issued over a loan I had taken out and defaulted on this was NOT true then he asked if I would have sex with him and he would pay this $250 debt and the fines and fees! He keeps calling asking for sex. I have been to the police dept. and filed a report and was told they would ivestigate. I dont know how to stop the calls! He knows ALL my personal info my phone number address etc this is scaring the hell outta me. Report this if he calls you please!

I got to work today and had a message from Michael Austin, asking that I return his phone call.  914-239-0206.  When I phoned, they transfered met to someone identifying himself as such person, and said he was an officer and that a complaint has been filed against me and my social security number.  He asked if I was aware of the filing.  I told him no, and that I didnt believe he was an officer, or that there was a complaint filed, and that I am privy to these "strong arm" tactics used by some collectors, that it doesnt scare me so get to the point of whatever the reason for this phone call to my place of employment is.  He said he was calling about me and him, I said what?  He said I'm calling about me and you, you know, me and you hooking up.  I said I dont know what the "f" your talking about, if your not going to give me the reason for contacting me, please dont ever attempt contact again, and hung up on him.

I got that call just today and it freaked me out. thank you for your post, because they were asking for 200 dollars and i refused to pay for a loan i didn't take out. When i asked them what the payment was for they said let me transfer you and then they tried to put me on another hold. But because of your post i know it was a scam. so thank you very much and i will report the number and the caller to my local police.

They called me today and left a voice mail saying they had a report about my social and he was from the FBI and I needed to call him back and only him, caller said if I did not call back I would be arrested due to the complaint, I blocked my number and called back, a lady answered and swore she did not know what I was talking about, I told the lady I was going to file a police report, the first time the called the number showed on my caller ID, the 2nd time they called the number came up as 911, this is a scam
