I've been getting these call for several years.
This what I've found to be pretty effective.
I made a list of spam callers phone numbers and when one of them call, I answer with
AN INDIAN ACCENT AND SAY HELLO, HELLO, HELLO, AND I DO NOT IN GAGE IN CONVERSATION WITH THEM. This drives them crazy and they hang up.
Mission accomplished! Then they put me on their DO NOT CALL LIST. !!!! I win.

Now, those call have dropped off a lot.
It works for me, Try it You'll like the results.

I was called 3 times yesterday and the first 2 times I asked them too stop. On the 3rd call I blew a police whistle into the phone. The moron on the other end, called me back and asked me to verify my address. He had the correct address but I denied it was correct. He then said he was going to send someone to my house to shove the whistle down my throat and break my windows. Let's kid rid of these fools once and for all,.

Call came in from this number today.  After confirming the business name, he asked for the owner of the business. He said he is with the NY State Association of Police Chiefs.  I said the owner is not around now and asked for his name and his message.  He hung up the phone.

I just got a call from someone at this # also, he said he was from the something of police chiefs asking for donations for a childerns league.  When I said no, he said " don't you care about the kids", I said "put me on your don't call and don't mail lists", he then said "did I say something to offend you", I then said...." I'm in the middle of a TV show, and that I was on the don't call list".....He then said that 'not for profits' are exempt from those lists.......So I hung up.  This guy had no finesse, and soundeed more like a thug than a cop. Actually, the home security company that wanted to put signs on your lawn is a legitimate company in that they really will provide the security system and the monitoring.  And yes, the equipment is "free." The scam part is that they are going to charge you 50 dollars/month for monitoring, which is 2 or 3 times what other companies charge and tie you into a 2-3 year contract. Home security companies make their money from their monthly monitoring fees, not from selling equipment.

Received a call from 914 339 5517 and stated they were the NYS Association of Police Chiefs doing fund raising. Was a little put off as they were asking for $100 or more. Told them no so they asked for $20. Advised it would show up as NYS Association of Police chiefs but was still unsure so I looked up the NYS Police chiefs and called them. Advised Xentel is the company they use for fund raising and it was legit.

Double checked the website and website looks legit and a whois lookup shows was registered in 1997 by a Lt. Stephen MacLasco. double cheked name and he is a LT on the Colonie, NY police force.

Have gotten their calls (and similar) numerous times. If a real person is on the line, I just tell them to MAIL me info and I will consider it. That stops it. ALL phone solicitations get the same request - to MAIl info. They want money immediately, so they won't mail anything.

Government Actions

The Missouri Attorney General's Office sued this company in August of 2003 for violating Missouri consumer protection laws by using manipulative, high-pressure techniques to solicit donations and by making repeated solicitation calls to Missourians on the state No Call List. In May of 2004 the Missouri Attorney General's Office obtained a court order against Xentel requiring them to pay $75,000 to the state and to implement and maintain procedures to ensure future compliance with state consumer protection and telemarketing laws. On February 4, 2008, the Missouri Attorney General's Office obtained another court order requiring Xentel to adopt very stringent policies to ensure compliance with the law, as well as payment of $80,0000.

The Xentel telemarketing company solicits for several local police and fire organizations and keeps 80% or more of the money it collects. Its United States headquarters is in Fort Lauderdale, Florida. According to the Better Business Bureau of Southeast Florida, Xentel has an unsatisfactory record due to unanswered complaint(s) and the firm did not respond to that BBB's request for basic information. In February 2003 the BBB questioned Xentel's local employment advertisements that stated, "Fire Fighters, Police Officers and Veterans Need Your Help to Save Lives." The BBB asked Xentel if prospective employees are informed of how much of the money they raise actually goes to the organization they are representing. Xentel responded that they felt these advertisements were not misleading but did not directly answer the BBB's questions.

A total sham. There ought to be a law that one could apply to stop these thieves dead in their tracks. Until then, my Louisville slugger will have to do. I'll make an appointment to vist them.

I had gotten a call asking for my wife, when I asked who it was they said "Brandon" when I said she wasn't home they hung up when I called back it went to answering machine as the Association of Police Chiefs. There is no way they got this number from her Facebook account because none of our phone numbers are listed. Actually, we just got the number a few weeks ago and haven't even updated anything that would have the number on it yet. They must be calling random NY numbers from a phone roster of some kind not by hacking.

It's a scam-the money does NOT go the the State Police.  The State Police don't solicit over the phone.  I have no idea where this money goes, but it does not go to any active duty police organization.

Please don't answer and give up your money when you have no idea where it goes.  If you want to donate, call them-they should never call you......after all, they get our tax $$$s don't they?!!

This is NOT the NYS Assoc. of Chiefs of Police as the recording said on my phone when I answered the phone call (my caller ID just said NY).  99.9% of time these are all scams.  See, you believed it was them and that is why they do this.  Most elderly are victims of these scams.  Don't ever believe them.  I have gotten calls from ppl claiming they were from American Cancer Society, Police Benevolent Society and a home security company working with my local police department to provide free home security systems if I put one of their company signs on my lawn.  Stupid!  Who would fall for this crap?  Anyway, the message I got from (914) 339-5517 (NYS Assoc. of Chiefs of Police) said their fundraising efforts were underway, blah, blah, bla and that they wd call back or I could call (800) 509-7514 if I had questions.  That number is not in service.  These scammer are supid for sure.  Anyway, the other option was to stay on line and I did not tell them I am on the Do Not Call Registry and to call their bluff.  When a live person came on the line he knew my name right off the bat!  He asked how I was and I told him not good.  He said he would call back and I told him I was on the Registry and he hung up.  So, no, it is not police related and they are not here to protect us.  Never, ever believe these callers like you did even though you did not get a live person.
