How about informing us of how we can get these people to stop calling? You know, since you're being so helpful and everything.

Whatever the purpose, robocalls are obnoxious. They aren't any less so by being legal.

I forgot to mention that the interviewer calling can give you a toll-free government number that you can call to verify the legitimacy of the call.  Ask for the interviewer's name, ID number and the name of the study they are calling you about.  The interviewer can also provide you with the official government website pertinent to the study.

Calls from this number are legitimate, random dialed calls from the Public Health Institute Survey Research Group contracted by the California Department of Public Health to conduct very important health studies which are the official instruments to provide data for improving health and health education programs in the State of California and also for the CDC.  These calls are legitimate government business and as such are exempt from the Do Not Call List since they are not telemarketers.  The numbers called are not on any "list" but are generated by software scientifically designed to give a true random sample of the population.  While the number was initially generated randomly, the computer will continue to call it until a person is reached and it is determined whether the household qualifies to participate and if so, which household member is selected to be interviewed.  The person answering the call is often not the selected person. Participation is important but voluntary and participants do not have to answer any question they don't want to.

Though most of the studies are conducted on landlines, some studies are designed to reach cellphone only households.  The interviewer will identify themselves and will either ask if they have reached a private residence or will ask if they have reached a member of the household who is at least 18 years old.  Then they explain the particular study about which they are calling. Most of the studies require that one adult be randomly and anonymously selected from among the adult members of the household, and so will ask how many adults live in the household, and then how many of the adults are men or how many are women. Based on that the computer makes the selection, and the selection based on whether the database needs input from a male or female in the household. The interviewer can only conduct the interview with the person the computer selects and has no control over the selection.

The interviews consists of questions related to health, diet and exercise and demographic information.  Demographic information is important because it is related to ability to afford health care, adequate diet and vulnerability to environmental or biological illnesses.   All information given is maintained in strict confidentiality according to the law and in compliance with HIPAA regulations.  The person interviewed is not asked for their name, address or any identifying information and all answers are pooled with the other respondents' answers, never linked to an individual person; there is no risk to the person answering and as soon as the interview is completed the computer removes the phone number from the interview data and discards the number.  Some of the many studies conducted are:

I got a call from 916 779-0330 and the person said she was calling from the Department of Health and just wanted to ask me some questions.  The only problem is I know the DOH doesn't cold call people
