The DNC list does work, but it is only good against law-abiding U.S. based telemarketers.
This is a criminal - so why expect them to obey the law?
Non-profits, polls, political calls, etc are 'exempt'.

"This is not even a valid phone number in the North American Numbering Plan. The NXX prefix must be in the range of 200-999, the NXX may not begin with 0 or 1. A 077 NXX cannot exist in any NPA. My phone system won't even route it because its completely bogus. I just stopped by here to see what was responsible for all of the routing failures I see from this number. Pretty much has to be someone using VoIP service where they are allowed to inject their own CID, and probably from a foreign country where they'd have no idea that 077 is bogus.

Don't bother wasting time and energy reporting this number. It's a bogus phantom that someone just made up. It might as well just say anonymous."

got a call with no response, what to do next

Received a call from this number.  Caller ID was "Name Unavailable."  Said "Hello" but there was no response.

what good is the "do not call" list if these people call any way?

I've received calls from this number for a couple of days ~ nobody is there when I answer. I called back and got a recorded message "this is a test"

No response to initial answer. said "hello" again, a recorded voice said "good bye" and then disconnected. received 3 calls from this number so far today..

No name was the listing title.  No response when answered
