I actually answered the call this morning since it is the area code of which I live and stated 'Unknown' for the caller ID. It was a man stating he was from PGE offering to see if I qualify for a program to lower my rates. I actually told him that 'I' wasn't home and offered to take a message. He refused and offered to call back another time.

I get at least two calls a day from this number, no one will say anything, then they hang up.

I receive calls from this number every single morning and sometimes later in the day as well. A return call to try and stop this intrusion doesn't even ring. I have no diea who/what company this is but it's a serious invasion of privacy.

I called the number and was told it was "temporarily out of order".  But that number has cropped up on my caller id every morning since.
