Please download a formal complaint form which is on the Arizona Registrar of Contractors web site and mail it to the regional office nearest your location.  Refer them in your complaint to the 800 notes web site which might give them some idea of how serious the problem really is.  A.R.O.C. is the enforcement branch for license and unlicensed contractors. I am assuming you are an Arizona resident?

If the gentleman that showed up is not on the licensed contractors payroll, then he is contracting without a license and the other company you mentioned is then aiding and abetting an unlicensed contractor.

If your sucessful in obtaining a criminal/civil complaint, I will go to court with you as I would hope others would do the same.

No other agency that you have mentioned will have any jurisdiction with the exception of the FTC, but only after it is proven that the licensed contractor was involved.  A.G.'s office would have to prove consumer fraud and I don't believe it is provable at this point?

Sam - you do good work!  I would hope everyone would do the same.  It is imperative that a license plate number be obtained.  Additonally, a business card, photo of the vehicle and suspect if possible.  A written   proposal to contract would be ideal.  Verbal would suffice.  A legitimate contractor must by law list his registrar of contractors  business name and and number.  If he is not licensed, he is not allowed to do work in excess of $1000.00 and he is restricted in what he can do.  Solar installation requires a license.  if unlicensed he must list that he is an unlicensed contractor to qualify for the $1000.00.

Internal Revenue offers a reward for turning in people, business, etc. for not paying taxes.

"PURE SOLAR AND OR PURE SOLAR NOW", are not listed as licensed contractors with the ARIZONA REGISTRAR OF CONTRACTORS.

"HOME TEC INTERNATIONAL, INC." is listed as a CLASS B GENERAL RESIDENTIAL CONTRACTOR.  License #089477 with a business address of 13236 N. 7th. st. #4pmb-306 - Phoenix, Az. 85022-5343.  Mark David Johnson is and has been the qualifying party/officer, since 4/8/91..

I doubt his general contractors license qualifies or allows him to install anything electrical.  Therefore, he would have to sub-contract to "licensed" solar/electrical contractor.

The Arizona Corporation Commission list "HOME-TEC INTERNATIONAL, INC. with the same address as A.R.O.C., exception being "AGENT PHYSICAL ADDRESS as 5125 N. 16th. #B220, Phoenix. Az. 85016.  However, they fail to list whether it is a St. or an Avenue address.  Mark Johnson is again listed as the agent since 8/26/1987.  AZ. CORP. COMM. FILE #0198330-0.

A zaba web site search reveals 5 or 6 MARK JOHNSON within the State of Arizona, with one in the PHOENIX area.  However, it would be exceedingly dangerous to assume this would be the correct Mark Johnson and no one should assume that it is.  Let the REGISTRAR'S office track the guy down.

File complaints.  I too would enjoy testifying against these dirt bags.

I have received no further calls from 928 377-7740 since advising the caller last week that I was attempting to gather as much information as possible.  The caller was a female but when ask if their company was local or nationwide, i heard a male voice say "Arizona and Texas.  They hung up on me.

Previous entires on this web site were done in CAPs.  However, I was advised that it was socially unacceptable?

The calls are likely from PURE SOLAR NOW (div of Home-Tec Industries). After getting called every day, I set up an appt just to see who would show.  AND IT WAS PURE SOLAR.  This doesn't prove that they are actually the ones robo calling but it does prove that at a minimum they are a purchasing leads or numbers from the Robo Caller.  And that is just as bad!!!

The only way to find out who it is is to do what I did.  Have them come out to your home!  They identified themselves as PURE SOLAR NOW out of Phoenix.  I have since filed formal complaints and now that the jerks have been identified everyone should do the same.

After receiving about 100 robo calls from this number I decided to set up an appointment for the sole purpose of identifying who is behind this illegal calling.  The rep said he works for PURE SOLAR NOW, a division of Home-Tec International.

Now you're getting the hang of it.  

Another good resource is usually the state's Secretary of State web site.  Usually you can search the corporate records, licensing, that sort of thing.  Once in a great while a Dunn and Bradstreet search is also helpful (www.dnb.com) .   If they have a web site address you can post it, and there are plenty of techie folks on here who know how to look for things like other sites on the same IP, past versions of the site, and other things which may be instructive.

Once you find the names of some of the principals you can start digging for them.  Sometimes just a basic web search of their names will reveal info on sites like LinkedIn.  Well written (and documented) complaints to the State AG in the state where they are based can be helpful.  While it may seem like a futile step, I think it is also helpful to file complaints with the FTC, and sometimes with IC3.gov .  Anytime securities are involved, then SEC.gov is a good place to file.  Hardcore criminal activity on which you have developed substantive info might merit a trip to tips.fbi.gov, and anything involving stuff like breaking into financial systems probably ought to be reported to the Secret Service.  And finally, if any little piece of the activity involves the U.S. mail, the Postal Inspectors can be a big help.

The power of this site is in collaboration and cooperation.  However, getting a unified group out of the unruly mob may prove challenging.  Many folks have come here with good intentions to make a major dent in a problem, but what we eventually realize is that we are a little trickle of water against a very large stone.  We do wear away a bit at some of the problems, but washing away the whole big stone will take a very long time.

You should also know that a good percentage of the people who come here asking for help, really just want to vent.  So don't get your feelings hurt if you answer someone's questions, only to have them never read your response.  In fact, don't get your feelings hurt on the Internet period, it is a rough and tumble sandbox, and not to be taken personally.

Finally, just so you know, ALL CAPS is the Internet equivalent of yelling, and is considered to be very rude by most people.  Most netiquette guides warn against it.  It really is the universal Internet taboo.  It is also a violation of the site's usage guidelines.

As a practical matter, shill's and scammers use that style of posting a lot, and it often will cause people to dismiss your posts without even reading them.  It makes you look bad when maybe you don't otherwise deserve to.  

There are other netiquette taboos, like repeated re-posting of the same item (oops), or cross posting the same item in multiple threads.  These conventions developed over time for good reasons, and aren't just somebody's whim.  You might want to take a look at https://en.wikipedia.org/wiki/Netiquette#Netiquette

I just contacted AT&T and they tried telling me this number was only activated 3 days ago.  I told them funny because I have been getting calls from this number before 3 days ago.  It's a Go Phone.  I'm filing a police report since AT&T failed to do anything.

You might want to work on that reading comprehension.  I never said I was an AT&T exec, I said I was quoting one.  I had a good friend who worked for them, and that was the lecture he got for being "too responsive" to a very large customer.  And while I have nothing to do with AT&T, I do have some technical knowledge and resources at my disposal which trump your all caps blustering in an attempt to shout me down.  

The simple fact is that any "decoding" of a number is meaningless if a number is ported. I have DIDs in other states, and other countries.  Some of them appear to be cell numbers.  One of my cell phones has a ported landline number which still shows up as being with one of the "Baby Bells", on a WECO 5ESS switch.  If you looked most of my numbers up on your web sites the information would be meaningless.  

The number we are discussing may be ported or not.  There are definitely products for sale to bridge a dialer to a cell system, but it wouldn't be my choice if I had VOIP available.  If you have a lot of spamming to do, VOIP is king.  So, while I left open the possibility of cell calls, I'm thinking VOIP.  In any case, there is more than one choice on the menu, it is not as absolute as you seem to believe, nor are your web sites as infallible as you believe.

As far as your making a mess out of the thread being your only option for your "vitally important" post, if you read my post you would know that I gave you a better way to achieve your goals - again we go back to that reading comprehension problem you have.  I notice that you had no problem seeing my post without me repeating it everywhere you had posted.  

In written communication, form is important, as are basic manners.  You have failed in both respects.  "CLUTTER" is what you created, and I am being nice about it to term it as such.  I care, because I am one of the many regulars on this site, and have been for several years.  We have to wade through volumes of this stuff in our effort to help folks.  We have enough trouble with spammers and shills screwing up threads without your egotistical ALL CAPS cluster bombing.

Here is the simple truth from someone who has been fighting these problems for years, and who has had at least a little success.  Your "brilliant plan" will fail.  If everyone who reads this thread calls AT&T it will not be a drop in the implacable ocean that is AT&T.  You aren't going about this in the right way.  You fail to understand the scope of the problem, and you are focusing on the wrong people.  Look up the common law concept of "common carrier" and read about how it has been applied to telecommunications in this country.  A cell carrier isn't going to fix this for you and that is the harsh truth.  

Even if they did, it takes only minutes to sign up with a VOIP provider and provision new lines.  A new DID will usually set you back around half a dollar for activation and a dollar or so a month.  Talk time is around a penny, billed in fractions of a minute.  Who knows, maybe they'll discover one of the really nasty spam haven VOIP providers that offer a disposable line pool - some progress that would be.

So what did you accomplish?  

There are ways to go after the bad guys but apparently you'd rather beat your chest here, bully somebody manning a call center with no authority, and bluster at me, instead of doing the hard work to address the problem.  And if you are an ex-leo, you really ought to have some clue about what the right approach is.

I really wasn't picking on you when I posted.  I was just gently letting you know that there was a better way to achieve your goals.  I used a simple structured format, because I didn't want to get into a big discussion about it (ironic, eh?).

I'm sorry you don't feel important and powerful anymore (now that you're an ex-).  Your behavior here makes your feelings of inadequacy abundantly clear.  You aren't helping anyone, you're just being a rude, loud, bully who needs to act out and be noticed in order to feel like he matters.

(1) Be aware that there are also some VOIP providers with numbers in that range, and that cell numbers can also be ported to VOIP.  It is unlikely (although certainly not impossible) that these sorts of calls are being generated from a cell phone.

(2) Please do not post in all caps - it is very bad form.

(3) Please do not clutter threads by posting the same thing in reply to everyone in the thread.  Once is sufficient.  If you really think everyone needs to see what you have to say, reply to one post early in the thread.

(4) Don't hold your breath waiting for AT&T to respond to anything.  To quote an executive who shall remain nameless, "that's not the way we do things here".

Tom.   I agree with  what you have said.  It is indeed a good site and provides an incredible amount of information to those who come here searching for information about that unwanted caller.
Unfortunately,  the Board has no capabilities to block anyones phone calls or provide any such type service.
It is here,  sponsor supported,  to provide helpful information on  these callers and as a mutual gathering point for people to exchange ideas and suggestions on how to deal with them.   I can't help but think that the board and the people who post here have been very instrumental in saving a lot of people from being skinned alive by the thieves who are free to prey on unknowing people.  The best part of this Board is that it gathers collectively a lot of useful information from people who are informed,  and it is passed on to would be victims whom are less informed.  With that information,  they are in a much better position to defend and protect themselves, and choose the appropriate action to take in their own best interest.

While this website is a good idea it doesn't do anything.  

It would be a really great site if you could block calls that say 5 or more people have reported at violating the no call list.  In the case of this number 928/377-7740 which has 19 complains, the calls just keep on coming.  

Area Code 928 is in Frontier Communications Inc. area and they have a program called "Selective Call Rejection" which costs $2.50 per month.  Depending on how angry these types of calls make you feel - you can block 12 numbers for that amount of money.

Isn't it strange that when an individual customer of Frontier Communications Inc. reports a telemarketing company which is violating telecommunication rules [no call list violations] the company won't do anything to help their customers UNLESS you pay them $2.50/month.

However, I can block an unlimited number of phone numbers for FREE on my cell phone.  One of these day these land line telephone companies will realize why people are cancelling their land line services.

I've been contacted at least ten times by someone using this number.  They advise they can save a significant amount on my monthly electric bill (35% or so).  I've utilized their opt out of future calls advise by pushing #5.  I've also pushed #1 three times to enable me to talk w/ one of their representatives.  As soon as I connected to the rep, I advised (very politely) that I was on the Federal Do Not Call list, that their opt-out process obviously didn't work, and would they please remove my name and number from their files.  They politely advised they would do so immediately.

Obviously it did not work, because they called me once two days ago and twice (!!) today (12/20/12).

My on-screen incoming call notification flashed their number: (928) 377-7740.
