missed a call from this number. Have been getting calls from scammers lately, so I can only assume.

I received a call from this number on my cell, I didn't answer it, They didn't leave a message either. I called the number from a different phone that was blocked and I got a message that said "this number is no longer in service. Goodbye" But it wasn't the normal style message telling you a number is out of service, It sounded like a fake message, maybe they're screening the calls and letting them goto the message.

Oh it does, but the scammers, illegal telemarketers, extortionist etc are not about to obey the law!
Despite that, filing reports do help, some of these bad actors do get caught and the rest will follow suit sooner or later. Some of these jerks are in other country's though and it takes the two governments working together to get them shut down! It all takes time though!
The DNC does do its job! People tend to really misunderstand how it works and generally do not understand that the dnc does not protect you from the scams,frauds,extortionists and the unscrupulous nasty's that refuse to obey laws. Charity's and political, along with some survey's are exempt from this. Most of those will place you on the their internal DNC if asked though and there is a political DNC (it works very well too I might add) list you can sign up with.
Complaints filed with the DNC and other agency's are used to establish a pattern, then they can take action. They do make busts, they do fine them, and they do make arrests. You also need to realize that some of these bad actors are located in foreign country's and then their government has to work with ours. Slow it may be, but it does happen!
The more complaints filed, the more info they have to go on!

Of course it exists. But what does the existence of a list that honest telemarketers have to register and pay for access to have to do with the criminals who are calling you?

I answered the call on my cell phone. It is telemarketing to lower rates on something to do with my vehicles that I could care less about. Does the do not call list no longer exist???
