have received 3 calls from a man with eastern accent calling himself Eric Foster claiming to be from the IRS telling me I owe back taxes. When I told him I had no idea what he was talking about he said he would look into it and call me back. He left a message again the other day telling me or my attorney of record to contact him immediately. His tone was very sarcastic and as indicated on some of the other reports I read he told me if I didn't call him back "I wish you luck". Left a message for him to call me at my place of employment (federal employee) I have not heard anything.

With credit to Alfalfa above, this is a well-known international VoIP scam.  In this case, the caller is using a magicJack to plug into the Internet somewhere in the world.  The magicJack service allows him to use his device to cheaply provide unlimited calling into the United States from anywhere in the world that he finds Internet service.

The length of time this particular number has been reported to 800notes suggests that the caller may have a older account with magicJack and perhaps also a multiyear service agreement.  Usually, a person using a MagicJack uses the free 6 or 12 month service agreement that runs with his device and is a small-time, probably independent, operator who sometimes plays tapes in the background to make his operation seem like a large organization.  The volume of complaints is usually small for each number, and spans only a short period of time before they get a new magicJack or a new number.  This caller appears to be an exception to that rule of thumb, but it is still a magicJack number.

Note that magicJack has cooperated with authorities before to release records of a subscriber when subpoenaed, and I don't see anything that suggests that this policy has changed.  However, there may be little useful information available in some cases - the name, address, and contact information of the registered user may all be falsified by the user.  But you may have some luck if the magicJack service was actually paid for, separate from the magicJack itself.

I suggest that you report the incident as instructed by the IRS:

I was informed by the Middle Eastern gentleman that I spoke with he was with the IRS and I was going to jail! Told him I would be more than happy to have my attorney speak with him. He refused to give me any identification number and when I told him I was a Paralegal he hung up on me.

There is a scam that when you call them back, you make a call to an over seas phone number and the charge you money
please check your phone bill to see if you got a fraudulent charge on it.
The guys that called me was Eric Foster and had a Australian, English or South African accent.
Sad the things people do to steal money from people, sad that they have no other talents!!!

A gentleman called my office in Aubrey Texas at 1:51 pm today stating that he had received a threatening call from Erik Foster 940-440-8111 stating that he had filed his taxes and he owed money to the IRS and he threatened him if he did not pay right away. This gentleman called me to see if I knew how to call the IRS instead of calling this Threatening man named Erik Foster!!

I got the same message - Russell Brown calling from 940-440-8111 from IRS and if I don't have my attorney call I will be in bug trouble, he called 3 times the same day within hours.  I answered the call and told if you keep on calling I have to report to higher authority.

This is the message I received on my voicemail: "Please return the call. The issue at hand is extremely time sensitive. My name is agent Eric Foster and the hotline to my division is 940-440-8111. I repeat that's 940-440-8111. Now if you don't return the call and I don't hear from your attorney either then the only thing I can do is wish you good luck as the situation unfolds on you. Again this message is for you and this is agent Eric Foster from the Internal Revenue Service Department. Goodbye and take care." I also received two of the calls from telephone number 347-817-7699. This one claimed to be officer Adams and left a very similar messages. I have submitted an online complaint with the FCC.

Receive 3 phone calls today from 940-440-8111  Person said his name was Michael George and he was from the IRS.  He claimed he receive dozen of complaints from the IRS and if I didn't have my attorney call him I would go to jail today.    I didn't believe him and googled this number and came to this site.  Thank you to everyone who posted about this scam.

I just received 2 calls from this number stating they were from the Internal Revenue, Agent Eric Foster and Agent Russell Brown.  They sound like they are Mexican.  They have a threatening message for me, call them or else.  I screen my phone calls, so both messages went into my voice mail/recorder on my phone.  I have no issues with the Internal Revenue, so I knew it wasn't real.  I am going to call the police, phone company and Attorney General.  These people need to be stopped.

I got a call from 940 440 8111 and he left a message,  he said that is  name was Erik  Foster and that  he ia IRS agent  and I will be in big trouble if I don't return his call. I called back  and told him  if he call this number again I will call IRS and report him he  hangup  very quickly .
I think he is working for one of those collection agencies they call wrong people all the time ( witch con artist  will give his /her wright  number)  MISS GREEN was the name she calls wrong number and will not tolk

This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information and you need to do whatever you can to protect yourself. This includes: Notifying the FTC: https://www.ftccomplaintassistant.gov/, placing fraud alerts with all three credit bureaus, notifying your bank and employer and letting these criminals know you are aware they are attempting to extort money for a non-existent debt and have alerted the authorities.

Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

"He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

Second call from a similar threatening scenario.  Thick Indian accent posing as an Eric Foster, gave his number as 940-440-811, caller ID showed the number from Aubrey, TX.  Threatened with dire consequences if I did not call him back or have my attorney (?) call him back ASAP.  Do we not have any protection from these slime bags crawling on the face of the earth threatening law abiding citizens.

I just got a call from the same caller, his name this time was Eric Foster with the IRS.  He requested me or my attorney to call him for a serious issue or I will be responsible about the consequences. I reported the issue to Treasury Inspector General of the IRS and not planning to call him back. Thank you every one!

Just got a call from some dude with a loud thick possibly phony Scottish accent telling me he's from the IRS and I have four federal counts against me wth and said I owed taxes...he asked if I had a criminal lawyer I said no he was like "oh my gosh"... Be careful because he spooked me out saying my name taking about my mailing address and citing all the "federal counts" against me , don't know what he was saying but kinda scared me. I'm like hold up where are u calling from he's all like The IRS ma'am. Not cool that their are pretending to be from the government. Called him out on his bs told him hes running a scam and if anybody's a criminal it's him. Again didnt stay on the phone long enough for him to ask me to pay my so called debt, but beware he's very loud and threatening, guessing its his scare tactic.
