Got a credit card scam call from 941-803-4656 in Feb. Googled this number this morning & it was listed for a LEVEL 3 COMMUNICATIONS LLC FL company & as I started scrolling the numbers I noticed that the last 4 digits were in numerical order, all in FL & no name listed.  I stopped when I reached the 3000's which tells me that the 4656 is for the 4 thousandth 6 hundredth 56th number listed.  I did not scroll all the way to the end; no telling what the last one ended in!!  How big is the fraudulent/scammer company anyway??!!! And how many callers are employed?!  Shocking & yet not surprising as to the length  anyone would go to to scam a person out of their money!!  And even sadder is that the phone companies &/or legal authorities don't seem to be doing anything about it!!!!!  Someone's comment on another site was that he answered 'Washington, DC'!  Think I'll start doing that or talking nonsense & maybe they'll stop calling me!!!

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

  A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

  A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

  Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. Seriously a bottom feeder!! Have reported them to the Sheriff and State office for fraud.  Also, the FTC.  Dont be harrassed. Calmly record the calls and times and inform them that you are calling the FTC and the local Fraud Division of the Sheriffs Office.

During the 2012 i was receiving so many phone calls from this company.  When i decided to answer they offered me to reduce the amount of money that I owe.  I agree to set up a payment plan with them. suddenly they started taking my money away, I asked the lady who was in charge of my account to send me a letter of the agreement, which she continually keep telling me that she will send it and the agreement that we did it will not affect my credit and by the time i finish paying they account will showed up on 0 on my credit report.  She never send any of the the letters.  When they debited the last payment I kept calling the lady regarding my release letter and guess what... she disappeared! never heard from her again.  now the company sell the other part of what I supposedly owed to another collection agency without my concern and the remaining balance still showing on my credit.  I contact the Valentine and kebartas company to get an explanation and the guy that attend my phone denied to help me. he was rude and hung up the phone on me.

We have received 143 calls from 5 different numbers from a DIRT BAG BOTTOM FEEDER DEBT COLLECTOR named VALENTINE & KEBARTUS.   They have Pre-Recorded messages looking for a Josh Mullens.   There is no Josh Mullens at this number and NEVER HAS BEEN.   This is a Cell phone number that we have had for only a short time, so this must have been the previous owner of this number.
These DIRT BAGS first started calling with the 866-598-2788, which we traced back to them.   Calls from this number started on 9-5-12 to 9-27-12, then stopped. In that time frame we received 40 calls that we have recorded as to the day and time. In that time we had a call from 941-803-3003 on 9-17-12, which we also traced back to them.
Starting on 11-15-12 we started to get calls from from 3 different numbers in our area code.  All numbers were 865-622-XXXX.  No messages were ever left.  If you called those numbers back, it tells you that the number cannot be completed as dialed.  We could not trace these numbers online to anyplace, so we finally picked up some of the calls and listened to the Pre-Recorded message looking for a Josh Mullens.  They stated that you could punch the #1 and get a message, but all that did is go into a call center that played horrible music and no one ever answered it.  They also gave you another number to call.  This number was 855-514-3074, which is their REAL NUMBER.  We dialed that number and got someone that came on the line who could barely SPEAK ENGLISH.  This person did say that it was the DIRT BAG BOTTEM FEEDER?VALENTINE & KEBARTUS.   We then hung up without saying anything, because all that we wanted to know is who for sure they were.  We have received 33 CALLS from the 865-622-8159 starting 11-15-12.   We have received 34 CALLS from the 865-622-8294 starting 11-16-12.   We have received 34 CALLS from the 865-622-8288 starting 11-17-12.   Calls from these 3 numbers keep coming daily.   No messages are ever left.  All of these calls are recorded as to day and time.
There may be another number tied these DIRT BAG BOTTOM FEEDERS, but do not know for sure.  That number is 865-243-6851. We have received 8 calls from them starting 11-13-12.   It appears to be a cell phone number.  I dialed it back the last time, and got someone that also answered who could barely SPEAK ENGLISH. They did not identify themselves.  I dialed it back today 2-12-13, and was told that the number was temporarily out of service.    All of these calls are recorded as to day and time.
Shortly we are going to be changing Cell Phones, to ones that allow us to BLOCK NUMBERS.  All the numbers from these DIRT BAG BOTTOM FEEDER will be blocked.

They asked for a Mr Rosen in the message which was about all I could understand.  She mumbles.  There is nobody by that name here and we promptly deleted her voice mail. This is a business and I am not in the business of confirming information as valid or false.

Got another call from this company today.  I decided to answer it and tell them politely that the person who they are looking for doesn't live here and that we are not responsible for their problems.  They do make it sound like a law office.  The man on the phone was very nice (good thing, or I would have definitely changed my attitude), I did say what I had planned and he told me he would remove my name and number from their list.  Now, I wouldn't bet money on this working, but it was worth a try!  It should be against the law to harrass family, friends, neighbors of people who don't/won't pay their bills.  If you have financial problems and with unemployement so high, it's understandable, make arrangements with your creditors, don't ignore them.  If you work for a collection agency, I"m glad you are working, but you can be respectful and decent until the other person isn't.

The man on the other end was very rude, ID'd himself as Mr. Lee and demanded to know my name without identifying where he was from or what it was regarding. I offered to take a message and call back and that took three times before he told me to call back at 866-598-2788 Ext. 266.

They can call until 9 PM your time not 8 PM.  Also they are not suppose to call an employer.  Anyone who has been contacted by this place and does owe money, under the Fair Collection Debt Act they are not to be abusive.  Also if you tell them not to contact you by telephone only by mail, they have to do that.  If they continue to call after you've told them not to and they are being abusive, report them to the Attorney General's Office for Consumer Affairs in your state.  Be sure to have the time they called, the date they called, what they said to you, especially if they are abusive.  I received a call from them today for a "Marie Boyce" who was to call "John Bennett" immediately and left an 866 number which turned out to be incorrect, as I called to tell them to remove my telephone number and got a completely different business. The woman at the other business said this has been happening a lot and she has reported them.

I forgot to mention that they have gone so far as to tell me that they will affect my arrest, not sure how, since I am not the person that they are looking for. Further, they have stated that they are attorneys, which they are not, I did my research.......... Anything you can do to help would be greatly appreciated. If you have a chance, please send me some sort of information that I can use to stop this calling at all hours, day and night.  It is just frustrating!!!!

I keep getting calls from this number and it is very annoying, the person that they are looking for is NOT ME, they are using my minutes on my cell phone and I do not think that they should be able to call and call even after the fact that I have told them NUMEROUS times that they have the wrong number. Should they continue to contact my telephone number, I shall be forced to report them to the appropriate agencies, there are laws against this type of thing.  Not only do they call me daily, they also call at all times of the night, which is ILLEGAL in any state. I do not owe them or anyone else for that matter any money, I pay my bills and I should not be receiving calls for some deadbeat who does not. This is my final warning to the people, my next stop will be to the BBB and then to the FCC.gov. Thank you in advance for any help you may be able to afford me in stopping these calls. I am giving this 2 weeks, if they continue after this time frame, I will report them to ALL appropriate agencies, they are rude and when I explain to them I am not the person they are looking for, they still call.  In my opinion, they should pay for all these telephone calls which cost me money and not to mention my TIME.

just got another call from this number, they call daily and this message said I have extremely good news for you but you must call within 24 hours? UMMM ok what good news could a harrassing rude voice have for me? we lost our jobs the same day had to quick sale our home and move. still looking for work 8 months later. credit cards are the least of of our concerns. go ahead and threaten away, not much they go do but that!

Several calls, never a message. So I can't say I've spoken with them.

Here's what I DO know: If they represent Chase, they will say so. I have been a
Chase customer for many years with no problems. These so-called people are
apparently scumbag collectors who believe we are all so stupid that we can be
intimidated. The ohers have the right idea: if you see the name or number (or
anything suspicious) you are NEVER under any obligation to answer the phone.
Anyone with an important message or legitimate need to reach you will leave
a message on your voicemail. The others can go get a real job.

They are like an ex-boyfriend or ex-girlfriend, ignore them long enough, even through their most persistent times of contacting you, and eventually they will get the hint. If you don't pick up the phone they can't fight with you. Don't answer the phone.

If we are being mistreaded why would we call the company to tell them. I have called my local phone company besides having caller ID I also added call block.

Per the FAA, If you tell them to stop calling period then they have to stop. look it up..

However we all no that won't happen and has con't on my end so with that being said. my local phone company said to call the police and then these types of calls will stop!

just tell them they got the wrong phone number....and the number he/she is calling is a cellphone number.  Debt collectors don't care about good customer service or anything that is currently going on with your life even if you are dying and suffering from a terminal cancer.
