Two years ago Comcast messed up and listed my number when I requested it remain private. From the second day of service I received so many calls I wondered if someone was selling a list of new customer numbers. I screamed at Comcast who did do some things to help, but in the end I did the rest myself. I work from home, so I answered every damn call. I would sit for the ten minutes it took to connect me to an actual person. When said person came on the line, I acted very friendly. Asked their names, for employee numbers, what state, what business etc. Then, when I got all the info they were going to give out, in the same pleasant tone, I asked them if they knew what a serial killer is...that yes, even serial killers have homes and phones, we are not out ALWAYS cruising the freeways, especially since gas went up. Then, because I googled their area in advance, I would tell them I was planning a trip to So. Cal or wherever, very soon. To a person, they hung up. Within one week the calls slowed to a trickle, finally stopped. A**holes.
This number is from So. Cal and has the same area code as Verizon Wireless Credit Dept. The call came to my Verizon cell phone. I blocked my home phone and called it back, haven't been 'serial killer' in a long time, and the recorded message informed me to press a button if I wanted to be removed from their list. I pressed it, then the recorded voice said 'thank you' and hung up. This means that even if you block your number, they can see it. Just a word to the wise.

The calls from this and a large slew of other numbers are likely from a "vishing" scam. They're using VoIP to disguise themselves as legitimate company or residential numbers and they don't seem to be using the same ones more than once. As such, don't harass the people this number comes from, they're being used in it and I'm sure at this point they've gotten enough crap about it, cut them some slack.
Judging by the frequency of reports, it is likely they pick a day, call a large list of people with their automated system over IP (purchased numbers from providers? Perhaps someone in authority can subpoena the cell providers for persons they sell off their customers to). Then after that day, change numbers and lay low for awhile to avoid detection. Fortunately in this way they can do little more than harass you to hit a button to have the system transfer the call to one of their other lines (wish there was a way to discover what the system transfers you to). If you ignore it, they can't get anything from you.
Furthermore, if you placed your name on the national DO-NOT-CALL list, if you weren't aware, the courts decided that that list was unconstitutional on the grounds that phones are public, so that list doesn't mean squat.
For the part of harassment, lets hope they mess up and accidentally call someone who has the power to launch a big investigation. Downside is that this subversion could be done by pretty much anyone in the future who is devious and ambitious enough to learn how and do it. Bottom-line, the VoIP protocol needs tweaking or some kind of monitoring, or we're stuck with this bologna for as long as we use phones.
