I got a letter from the FCC confirming receipt of my complaint, but no additional follow up

I sent the violation report and this is what I got back in the mail:

This letter is to thank you for filing your complaint with the Federal Communications Commision (FCC) alleging a violation of the FCC's telemarketing rules. We note that investigating these types of complaints is a complex process. After reviewing and investigating your complaint, we have determined that unfortunately the facts presented in this case do not indicate a violation of the Communications Act of 1934, as amended, or the FCC's rules on which we can take enforcement action.

So I take this to read that it's ok to send junk texts on our phones.
