Also received a text from this number asking if I owed $10,000 to the IRS.  

I opted out per the instructions in the text message.  Hopefully it works.

Received an unwanted spam text from this number that cost me twenty cents. Text said "Do you owe over $10,000 to the IRS..."

Getting spam from this number.  Followed the steps to opt out and it did no good.
