This is Rachel/Ann/Heather who have been around since 2006. The real "ladies" made recordings for a bank in California. That bank sold the machine (as the story has been found at various sites dating back to 2007) with the recording to (allegedly) Pacific Telecommunications. PacTel rents out the recordings, which are exactly the same ones that were made in 2006.

PacTel, according to other stories at various complaint sites, claim that they only provide phone numbers/lines to third parties, but have no control over what those third parties do with those lines.

sounds to me they didn't get your number from a call list.......you mentioned your name listed in the phone book.......UMMMMM....they got your name from the phone book.....DUH this is why they call stupid people like you cause thats who buys that scam s*** to begin with....maybe not you, but talking to enough dumb idiots leads you to selling at least one.

This company also calls from 417-800-2325, and is relentless! Each time they call, I press option #3, which is supposedly to stop the calls. Does not seem to work! I have filed a complaint with the BBB, however, it seems this company is elusive and the complaint could not be completed, for a reason I would need to look up again. Just ridiculous! Harrasment!!

I ask them if they prefer boys or toys.....you get the drift, or ask if they are interested in a product you might be selling since   they called your number. They hang up and don't call back

Cardholder services is making spam calls from many different numbers. This group violated state and federal law over and over again. I've filed a complaint on the National Do Not Call Registry (https://complaints.donotcall.gov/complaint/complaintcheck.aspx)
more than once but they are never stopped. This is a partial list of those that have called my home phone, I believe other people could add dozens more:

My dad answered his phone to one of these card service scams, pressed 1.  The guy on the other end kept trying to get him to give his credit card number, but he refused.  Finally the guy said, "You can go to hell and take your credit card with you."  To which my dad replied, "Kiss my a**."  My dad is 80 - he doesn't need to deal with these sorts of morons!!!  He's old school and answers every call.  I do not, I just get annoyed at their stupid messages!!!

Cardholder services is making spam calls from this number now.  I am constantly getting calls from more and more diverse numbers.  They also call from 609-227-4849, 813-444-5665, 954-278-8365 and 617-453-0700

The sheer number of these calls that I receive makes it rediculous to continue sending complaints on each one.
This caller like mentioned above is "Rachel from credit card services"
My phone service is through my cable company & besides the blanket "Unknown Caller" block service, they also have an individual call block, which can hold up to 30 blocked numbers.
So every time I get a all now, I just log into my cable service, log the phone number & they are blocked.
They get a recorded announcement stating "the customer you are trying to call is no longer accepting calls from your number" they intercept the call & it never rings thru to me. Since I just found this service, i am looking forward to seeing how well this works & how clever the scammers are, before they start calling me with new numbers.

I received a call today from (954) 278-8365  but did not answer.  No message.  Typically, if I receive a call from an unrecognized number, I don?t answer, but Google it.  If there is a history of abuse, this is what I do.

I file a complaint with the FCC against this caller at http://www.fcc.gov/complaints.  I get an acknowledgement after I submit the complaint, and, after a while, the FCC will send me a formal email acknowledging my complaint, assign a complaint number, and advise that it is investigating the complaint.

At a minimum, a complaint should be filed with the FCC at http://www.fcc.gov/complaints.  The form only takes a few minutes to fill out and you can file a complaint against three different numbers.  I think this is the most effective way to deal with this problem.  If you file a complaint with the FCC, be sure to submit the link to this thread in the complaint form.  That way, the FCC will be aware that the caller has done this repeatedly.

This is a copy of an email I received from the FCC acknowledging each of my prior complaints.  It might take a few weeks to receive the acknowledgment, but you should get one:

Just on of 3 other telemarketing call received today.

The National Do Not Call List has become one of the better known bureaucratic jokes - on the federal and state level.  Politicians, SuperPacs, Charities, etc.,who are exempt from the DNC List,  then abuse the public by: 1.  calling non-stop, 2.  hiring rude telemarketers, 3.  refusing requests to take your name off from their calling list, 4.  buying and selling consumer information to other telemarketers and so forth.  Robocalls are used as a cost cutting manuever by politicians, charities, business and scammers alike.
Reality Check:   The present DNC system is not going to protect the average consumer who owns a telephone (landline or cell phone) and pays for telephone service.

Fact:   Various telephone/cellphone companies profit from the sale of large blocks of 800, 866 and other toll free numbers.  When you add "spoof" calls and other shady telemarketing practices, it should be of no surprise that consumers are being harassed by telemarketing calls of some kind from breakfast to bedtime.
Fact:  The FCC has acknowledged the majority of scammers open/close shop before the FCC bureaucracy can track them down.  
Fact:   Politicians, SuperPacs, Charities, Businesses, scammers etc., seem to consider their profit margin to be more valuable than a consumer's right to privacy.  Everyone has something to gain except the consumer who is the ultimate loser in the telemarketing game.
Fact:  Don't give personal information or financial information to a telemarketer, regardless of the story you are given.

As was said above Peerless Network owns the number and leases it to Card Services.  If you email them at report@peerlessnetwork.com  and give them the #954-278-8365 and your home phone number the calls will stop.  The only problem is that each time Card Services changes their number you have to do it again, but it works as Peerless does not like the complaints.

Have to disagree -- it doesn't work.  I have reported many calls - especially from Rachel at Card Services(from various phone numbers).  Rachel continues to call and I expect will continue to call until I or she die.

Message starts with "This is Rachel" and phone ID says Credit Services.  Pressing the 3 to unsubscribe doesn't help and calling directly either.  Been going on for 6 months sometimes twice a day.  My number is on the do not call list.  Emailing the attorney general's ofc in Florida today to complain.

Robo call that left message on machine, claiming to be from "Card Services".   Have gotten 5 calls from 5 different numbers claiming to be "Card Services" within the last couple of days.  I don't answer the phone, and am aware that these folks ARE criminals!  There is NO way to block these folks ... and makes one wonder why ANYONE would answer the phone these days, unless they are sure that it is a desirable caller.   Have gotten hundreds of calls from these folks over the years ... and never cease to be amazed at the fact that nothing is being done to stop them.   Oh well .... someone must be keeping them in "business"....
