This called my phone in Canada, I think I put my name in a bin for a prize at a carnival.
They start by telling you that you've "won", detail all of these things you've won, but you have to pay a small "promotional fee".
I googled the place name "Tropical GetAways" and as I expected, learned from this site it's a scam. Maybe you do get the stuff they've told you, who knows? But generally if you win a competition you wouldn't have to pay a promotional fee or give them your credit card number immediately.
I just asked if they could e-mail me the information, they put onto the "manager", and I asked why they couldn't simply e-mail me the information before I committed. At this point I was just interested to hear what they would say. The man started talking faster, and got kind of aggressive sounding "I'm just trying to help you out. I can't e-mail that information to you. This wasn't some dropin box at a mall, you think the fair wouldn't have checked us out? etc. etc." and he hung up mid-sentence.
Cheers!
