I have a home-based business that has a toll free number that is forwarded to my home phone. I have never been able to answer the phone call in time, but they wake me and my family up just the same.
Here are some (most likely) related numbers that have been calling me in the wee hours of the morning:

fshields - take a look in Google at the Daniel David, Scott Nisbet toll free number scam of 1999. I believe someone is replicating this scam, spoofing caller ID to local phone numbers not in use (that's why they are always busy) and why the number keeps changing.
What do yo think about this?
