I think I figure out the "I just googled Open LCR after reading the above comments.  It is like a switch to open "Low Cost Routing."  Is this some kind of command embedded into my panasonic phone?  If so, shouldn't Panasonic disclose that in their literature?  

My phone bills show this number being dialed at weird times of the day when no one is around.  This number is not dialing me. My phone is dialing it!"

Change your Battery, because it is not recharging enough and that is when these glitches start happening.

Yah, I got billed for calling that number too. It is because I have a Panasonic phone with Caller IQ. Go into the menu of the phone and see caller IQ. When you accidentally or purposefully select caller IQ, it makes a long distance call. On my phone you can accidentally do it also by pressing menu, 7, 5. It is very unexpected and people in your house might be accidentally doing that. I'm not sure yet if someone has accidentally been doing that here at my house or if the phone is dialing the number all by itself. I've been billed several times for calls to this number. I have narrowed it down to having to do with Caller IQ and Panasonic. There is no way to lock out the feature and prevent this from happening. It really sucks.

UPDATE TO MY LAST MESSAGE: My Magic Jack Console now shows an outgoing call to that number.

Since I do not technically have phone service - I FIRED AT&T:

I am paid for a year with Magic Jack, and no credit card is "on file" (it was a gift)  
I get NO phone bills, only internet

I don't see how I can get charged for this call.

Those SOB's - I got locked out of my phone! and in the process of figuring out why (I, too have a Panasonic phone),
I stumbled upon the "Caller IQ" option in the phone's menu, and I "selected" it,  (and possibly one more "select", after which I IMMEDIATELY hung up my phone):  SUDDENLY AND AMAZINGLY I now had my dial-tone back!
They HIJACKED my phone line!!
What is even stranger, is that I have MAGIC JACK (with Charter Comm internet service):
A) I could call out with Magic Jack phone just fine, using my desktop console (thru my computer), and
B) I could call myself from the office line, it didn't ring on the Panasonic, but I could answer via my desktop MJ console.
C) The Panasonic, itself showed that my "line was in use" (the reason for me looking at the MENU in the phone to begin with, and after checking all plugs/lines FIRST) and I could not use it until after I went to the menu on the phone and pushed "select" ,  once or twice,on the Caller IQ option.

I have panasonic phone and have high bills for two months. I talked to AT&T they told me this problem is from something in your home. she was positive about the calls being made but did not tell me about panasonic. I had an appointment for repair but cancelled it after reading these messages.

I also was billed for this number and also 7032671200. We only use our cell phones for long distance. I called bellsouth and Matt had them reomoved from my bill. He is sending the information I gave him so the numbers can be investigated

i too have been charged for this phone call that I did not make I thought that my son who lived with us was making them but when he moved out of state the phone number kept comming up  it finally dawned on me that there is a huge mistake going on here and I have a panasonic phone also

being billed formcalling this number 3x this month and twice last month. NOT!!!!!
I have a panasonic phone with talking caller id.  somehow without my doing anything it calls this number 970-267-3196.  My carrier Embarq kindly removed charges but I don't know how to stop this in the future.

I was billed for 5 calls from this number and also six calls from 970-267-3196 this July and August. Each call is one minute in duration and 64 cents each minute. All my wireless phones are Panasonic. I contacted Verizon and they said the charges are from the long distance carrier Startec (USBI). Verizon helped me to block the account, but I had to call Startec to write off the charges. However, Startec insisted on I made the calls and refused to refund. They gave me some odd reasons, such as I dialed 10-10-719 and then dialed the calls which I never did.

I was billed for 6 calls from this number the end of June and the beginning of July. All one minute in duration, and , the phone company AT$T says I made the calls. I only use my  cell phone for long distance. Something smells really bad here.

I also got billed for thihs number.  Only my husband and I were home that day.  We were watching the Packers-Giants playoff game and no number was dialed to Fort Collins, CO.  Now I have to get my credit from the phone company.  We also have a panasonic phone with caller id

this stinks. i did not make any calls to this number. i contacted at&t and they took the charge off my bill. they tried to look up the number and told me it was blocked out so that they could not reach it from their computer. i wonder if there is a conspircy. if all the at&t customers get billed for a phone call, they did not make. who gets the profit? the amount on my phone bill was .35$ simple math tells me this is a giant scheme. i i

I too was billed, I have a Panasonic phone and remember playing around with the menu setting and must have activated Caller IQ to see what it was.

Me too...a Panasonic phone and two .25 charges to this number that I didn't call. Just opened my bill today and will call at&t tomorrow about a credit....But you say, there is no way of locking out this feature? I have never really liked that phone anyway; it's too way complicated for what you get...and now we know why.

One of my kids must have been scrolling through the menu on my Panasonic phone and did the Caller IQ thing.  The charge was $0.35 but AT&T tacked on all the other fees making it a $2.30 call!  AT&T did take it off my bill though after I pointed out I haven't made a land line long distance call for a least 6 years.

That sounds like exactly what happened to me!

I saw the Caller IQ (or something like that), and followed the prompts, and it dialed a number. Thank goodness it did not connect (apparently...). I hope the 38 seconds it rang will not be charged to me. I will check it out - however, I don't supposed I will be billed because - I RECENTLY INSTALLED MAGIC JACK (thinking it was some option I forgot to set up), and I only paid for a year at the time it was purchased.
There is no credit card on file with them, and no monthly bills. (Maybe that is why no one answered; their "service" found it to be Magic Jack - a non-billable number!)

The website www.openLCR.com is no help.

Let's boycott Panasonic telephones - their customer service is terrible.

They added this openLCR  IQ/CIQ feature to their telephones and then don't seem to help people when they get trapped into a subscription of something they didn't want.

Actually our telephone initiated the call to that number! From other comments we've been seeing, it would appear that our Panasonic brand telephone has the capability of making calls to the subject number. We are planning to talk to AT&T about blocking 900 calls from our line and hope that will do it. Also asking Panasonic how to disable this malfunction.

My Dad has been having the same problems with his Panasonic Phone, even though his is a Model KX-TG5632.  He also has AT&T and has been getting long distance calls added to his bill for the past two months.  They say it is not their problem.  It's some kind of agreement between Panasonic and openlcr.com.  I have talked with Panasonic many times about their phones making these calls to openlcr.com in Ft. Collins, CO and they act like it's the first time they ever hear about it.  The Customer Service number for openlcr.com (866-673-6527) has been disconnected.  No matter what Panasonic says, there is no option to deactivate Caller I.Q. We just recently lost our Mom and all this is really hard on our Dad.  What did you wind up doing?
