I got a call from a man named " Mark William".  I could bearly understand him and he tried to tell me he was with a company called "South Bend Enterprises".  He wanted me to go to my computer and give him information.  He claims that windows is having a problem.  I told him I was going to call the police on him and he told me I was an idiot.  My guess....a scam artist trying to steal information!

How it works:
http://blog.usa.gov/post/30393077932/answering-your-questions-about-robocalls
http://onthespotblog.com/on-the-spot-blog-stirs-up-rachel-at-cardholder-services/

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US. They will charge thousands of dollars on your credit card without performing any services.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make a million of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Follow JD's recommendations in the blog and stop them at the source.

Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names). These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

The Indiana Attorney General?s Office filed lawsuits against:
Consumer Credit Group and Proactive Planning Solutions of Arizona for violating Indiana?s Do Not Call Law and Auto-Dialer Act known as the robo-call law. Both companies violated the Credit Service Organization Act and Deceptive Consumer Sales Act by not obtaining $25,000 surety bonds with the state and collecting money upfront without performing any services.
Debt Zero of California for collecting money up front, failing to provide services or a refund and operating without a $25,000 surety bond.
Clear One Advantage of Maryland and Credit Arbitrators of Texas for violating the Credit Service Organization Act and the Deceptive Consumer Sales Act by not obtaining the required surety bonds.

Write your Congressmen and Senators. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

while the message when i picked up was the normal robocall from "card services," methinks this 360-474-3904 might actually be from a medical debt collector since my other cellphone (similarly on the donotcall list) rang from 828-619-0612 almost immediately, plus yesterday this phone's battery ran out with a "have a nice day" voicemail purportedly from 503-902-8480 which doesn't show in my call log, and the other phone got a call from 828-610-0612 which might actually be 971-217-9513. Though googling last month (rachel or heather from card services) showed the FTC filed an action in California against these repeat offenders last winter, they seem back in fine scamster form. I think they're actually medical debt collectors since these calls started after I refused to pay a medical bill supported by altered electronic medical records. Both the provider and insurance company (affiliates of united healthcare) boast of their bipartisan political connections and that they don't have to abide by laws that aren't enforced--apparently HIPAA, the DNC list and the FDCPA. Do these scammers get protection or just bucks during election season by also doing political surveys and robocalls?

They called me yesterday said they were from Microsoft.  I thought it was weird, but I did just get a new computer and i just registered it,.. so I thought maybe,,, They had me type in eventvwr from the run menu and claimed to show me all these problems my computer had.  Then they wanted me to type in iexplore support.me  .  At this point I was really not comfortable.  I told him we were out the door for dinner and I asked for a number to call him back.  He ignored my ques and kept talking.  I hung up on him.  I really feel stupid now that they got so close to scamming me and getting into my computer.

The DNC isn't a joke anymore than the laws against bank robbery are a joke.  Laws against bank robbery haven't ended banks being robbed, have they?  Should they repeal the laws against robbery because banks still get robbed?

No the DNC performs a vital function.  Honest telemarketers honor the DNC list.  Crooks, however, will continue to call you AND continue to rob banks, for that matter.

Once you are on the DNC you can be assured that ANY FUTURE telemarketing calls will be from CROOKS.  So, once on the list, if you get a call you KNOW it's from a CROOK.  HANG UP!  DON'T TALK TO CROOKS!!!!

It would be great if the Marines were to storm some of these off shore call centers and bring these crooks to justice, but Seal Team 6 is far too busy rescuing hostages in Somalia! ;-)

So just hang up when these crooks call you!  (Or put them on hold and go watch TV!)

Why do some people insist on ending every one of their spoken or written comments with stupid statements such as "Just sayin"; "You get what I'm sayin?"; or "You know where I'm coming from?"  Anyone that talks or writes those types of uneducated statements should never expect to be taken seriously!  If you want people to view you as an educated person, then do yourself the favor of talking and writing as an educated person.  If you insist on speaking or writing in a lazy fashion, then you are giving people the right to view you as you view yourself - lazy!

These crooks calling are using a technique called "spoofing" when they make the calls.  It hides the callers true phone number so chances are that the number you see on your caller ID is not their real number at all.  So by pressing a number to talk to them or to stop further calls is a waste of your time.  You think a legitimate company would let their salespeople to talk to their customers by berating them?  Besides most legit companies record their calls.  Try googling "spoofing" and find out more.  The government should outlaw spoofing and go after these crooks.  The DNC list is a joke and I don't think reporting these calls does a whole lot of good either.  And blocking these numbers are probably just a temporary fix because they'll just call using a different number.

received calls from 305-587-2091 and 971-217-9513 telling me that they can lower my interest rate. I pushed 1 and got a person whom I told to remove me from their call list since I don't have credit cards and am on the do not call list. Needless to say I was hung up on. Both numbers are for the same place. They have a lot of different numbers to get through any "anonymous" or "unknown" call blocking since the caller id says "lower your interest rate" instead of anonymous or unknown.

Got a call from 9712179513 at 3:09 p.m. EST from Oregon. I answered, no one there. I waited, still no one. I hit redial and a very rude woman said thanks for holding and immediately started asking me questions. I aksed to be removed from their call list as I was on the Do Not Call Registry. She said "NO. Not until you answer my questions." I said please remove me from your list. She said "No." I said what is your name. She fumbled and said Mary. I demanded to speak to her supervisor. and she replied - You can't tell me what to do. She wanted me to answer more questions. When I asked to speak to her supervisor "now." She hung up on me. She was very nasty.

Same as many other posts - Offer to lower credit card interest rates, but no idea what credit cards I have. They call EVERY DAY despite several attempts to select the menu option to remove the number from their list AND requests to do so when speaking live to the person. When I ask for a manager or supervisor, they just hang up. This is getting to be very annoying. Seems like there would be a law or control over this type of unwanted, repeated intrusion, but no help from phone company other than "don't answer the phone".  Not answering doesn't help, they just call multiple times and disturb me throughout the day.

Just got a call from this number.  I called back, and got a recording of "press 1 to be added to our do not call list" and "press 3 to speak to an operator."  I preesed "3" and actually got connected to a live operator.  No "Hello" on her part, just "do you owe more than $3000?".  I told her "I don't know who you are, but please take me off of your list."  She immediately slammed the phone down in my ear.  She must have blocked my number.  I tried calling back again, and only get a recording of the "press 1" option.

Yes. I got a call-blocker. Every time someone calls and I don't recognise the number, I just let the phone ring without responding in any way, google it to see if there were any complaints, then just add it to the list. My phone is now completely silent.

Here is the information if you want to get one for yourself: see my post on whocallsme for 305 918-2338.
