On Jan. 10 2013 at 11:26am PST, I received a call from this number to my personal, private cell.  I did not recognize the number, so I did not pick up.  They did not leave any msg.

I have tried for years to get them to stop calling me.  I have reported them to all the government agencies that there are.  nothing works.  The govt does not do its job.  So I started a petition on the white house web site asking them to do thier job.  I think that they have enough people to catch the scum bag crooks it they wanted to.  please sign the petition.  and look at the web site it is kind of neat to be able to let the bosses know we are out here.   this is a link to our petition  --

The "card services" scammers use all spoofed (false) numbers.The number appearing on the caller ID has nothing to do with where they are actually calling from.For ideas on how to deal with these pests, Google my name.

I have been receiving calls from 971-220-1781, and just sent the following to the Gresham Oregon Police Dept:

I have been receiving harassing phone calls from 971-220-1781. They have been told to stop. I am on the do-not call list.  Request you charge them with harassment.  Thank you.

Exactly same thing happened to me.  Which shows it is a scam number.  This is supposed to be illegal but evidently it is not.  Even bill collectors are supposed to identify themself.  I find it amusing when someone calls for the people that used to have my number and I start quoting the "fair debt collection act" verbatim, pisses them off but they do not call back.  I have had this number for three years, yet I continue to get the calls so it shows that the system that this particular company as well as others such as CCI use are outdated and they are simply googling

I am so tried of this number 971-220-1781 calling me.  I press #1 to speak to a person to let them know I don't own a credit card and to remove my number and they hang up.  Very rude!!

Thank you for your post Lizzy.  There is nothing the Do Not Call Registry can do on  these unwanted calls that everyone is getting.  They are spoofed calls by thieves and scammers who laugh at the DNC.  The DNC, is just a list,  with no physical means of blocking any calls.  It has about as much power to Stop unwanted callers as  a  "STOP" sign on the street in stopping Drivers. The Lawful will obey,  while the Lawless will ignore.

I don't mean to sound rude or condescending, but all of you are FLIPPING OUT over this and all I did was calmly put this number into my Android app called "Blocker." I have any calls not in my phone book set to ring as silent so it's not like these are waking me or harassing me. When I wake up and see a missed call from a number I don't know, I look it up on here, and when it's obvious like in this thread that it's not a legit number, I put it in Blocker and forget about it. If that number tries to call back, it picks up and hangs up on them immediately so they don't even have an option to leave a voicemail.

If you have a smartphone, I highly suggest this route as I've had my phone number almost 10 years and I'm on God knows how many lists so I get a ton of spam calls, it doesn't stress me out anymore. If you don't have a smartphone, put your default ringtone to silent and then put the people in your phonebook to an actual ringtone so at the very least you aren't hearing the call and freaking the hell out over it. I mean seriously, do you scream, bug out your eyes and wave your arms at people who knock on your door trying to sell you things, too? Do you FREAK out when you get a viagra spam email and vow to your dying day to track them down? Everyone needs to calm down, it's not like they're coming into your bedroom at night.

No, there's no "phone scambler" device per se.  All you need to fake Caller ID is an ISDN PRI line, or a VoIP service that allows you to inject your own ANI.

I have received 5 calls from this number in the past week.  I have it blocked so it goes directly to VM.  They never leave a message.  For nearly 2 years I have been receiving these scam robocalls from Rachel at Card Services on my cell phone from dozens of different spoofed phone numbers all over the U.S.  I am listed on both the state and federal do not call lists and have filed several complaints with the FCC and FTC.  Nothing makes it stop.

I recently heard a program on NPR specifically mentioning Rachel at Card Services robocalls.  Link below to the NPR story "FTC Offers $50,000 Reward to Help Stop Robocalls".  The officials quoted in the story said "Rachel" can very easily blast millions of calls out via computer (VOIP), and that because they are overseas, it is virtually impossible for the US government to make it stop.  The FTC is actually offering a $50,000 reward to any citizen who can invent a way to stop the calls.  Deadline for submissions is 1-17-13.  I hope someone has the answer.

Auto call - recorded message - "This is card holder services calling about your credit card. There are no issues with it right now. To find out how to lower your rate....."  I hung up. I just returned the call minutes later and a man answered saying he was with "SAFE" and saying that he could transfer me to his credit card area. I told him that I was returning a SPAM telemarket robo call. He said someone in oregon was making these calls and using his phone number. He advised that I report it. Note- This same message called my home phone yesterday by the phone number they called from was blocked.
