Anonymous above has the right idea, but I'll add to it a bit.

On 8/13/12 they called from 971-220-1784 as LOWER INTEREST. On 8/22/12 they called from 503-902-8480 as LOWER INTEREST. On 9/5/12 they called from 305-587-2165 as CARD SERVICES. On 9/22/12 they called from 407-476-5700 as CARD SERVICES. Exact same recorded message that you've all heard so many times.

Whatever name and number they use, if the numbers are spoofed, then the phone companies should set up a system that verifies where an incoming call is coming from. They have the technology. Ever hear of 900 numbers? If they can't ID the call, then they block it. The fact is that the phone companies are making money from these scammers, so they have no reason to cooperate in shutting them down. The FCC is just plain too slow.

It would be great if the numbers that they use would be broadcast on television so that most people would know not to answer or interact with these people in any way. Stopping them from making money would shut them down faster than anything else.

Yep, good old "Rachel from Card Services."  This time, I pressed one, and when the "Can't Get A Real Job" loser came on the line, I played some porn sounds over the computer speaker and hung up.  He called back, infuriated.  I told him it was his mother, and I thought he'd enjoy it.    Then I hung up again as he shrieked at me.

"Cardholder Services" again, offering to lower my interest rate again.  Right now she is waiting for me to "go get my card".
I'll use WinFax to answer the phone when they call back after they hang up.  For those who don't have that, you could just answer, "Hold on please, I'll be right back" and put them through another cycle of waiting for nothing.

Working in my basement and had to come down off ladder to answer this call.  When I realized what it was, I immediately pressed "1" to speak to someone.  After a short hold with music playing a female answered and asked if I wanted to sign up for the lower interest and I told her "No, what I want is for you to stop calling me".

She hung up without saying another word and I know I didn't acomplish a thing except the satisfaction of wasting a few minutes of her time!   I get several calls a day like this: some wanting to lower my interest, some wanting to "give" me a security system, and some wanting to sell me an extended warranty on my car. I am so sick of these unwanted calls.  I have tried to block them but have not had much luck.

never ever give out personal or financial information over the phone. Period. Report to the appropriate authorities and warn others. All it takes is one fool to fall prey to this scam and it keeps them in business. Please folks take the time to warn others and let people know of this scam.

Blocking numbers is useless. They will use another. Report to DNCL. All fake spoof numbers. Caller Id always financial CTR, lower interest rate, card services etc. Always same robo call. Do not press any number just ignore and report.

Called at 13:12 Eastern time September 7, 2012. I pressed 1 to speak to a representative and told them to take my number off their list. I was hung up on. They had called another time before and my husband pressed 3 to have our number removed, but that did not work. I called the number back and a recording came on the line that said please enter the number you wish to add to the do not call list, so I entered my number.

I get these calls way too often. Normally they won't leave a message on my answering set. I never answer the phone if I don't recognize the calling number. Lately they are getting a little braver and leaving messages.

I know they are scammers. I have made various complaints to the state's attorney general because I am on the do-no-call list. And besides these ROBO CALLS are illegal. I have received back letters stating that they are aware of the problem but having great difficulty tracking down these scumbags!

I want one thing to happen. I want them to find the OWNER of this outfit and give him the same treat that we gave Osama Bin Laden!

Sometimes it comes up "Lower Interest" on my caller ID.

People should continually file complaints with their Attorney Generals office and also file with:

If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

Numbers are spoofed and are not from a company.  Enforcement of these Fed laws do not fall under any law enforcement agency.  FCC WILL NOT TAKE ANY ACTION except to take a report.  Contact the local telephone company in that area and they WILL investigate.    The only resource is to have each number blocked.

Got a call from them today. saying they'll lower my rate. working directly with the credit card company. sound promising, but they where too eager to get my credit card number. when I refused she try to pull all kind of scare tactic on me.
