It's an automated message from "Anthem/Blue Cross" which asks if you are (name here).  I was not.. kept answering no, to not being that person, no that she wasn't available, and no that I would not take a message.

That person does not live here.

I dialed the number back, it automatically asked if I was that person again, I said no, and was finally given the chance to tell the automated system they had a wrong number.
