What they want is for you to call them back.  Don't do it!  especially after being harassed by all those hang-up calls.
Go here instead.

Also
- Never help them locate another party
- Block the phone numbers if you can
- Remember how rude they were and return the favor if you get a chance to talk to a real person

I get dozens of these calls on my home phone, a number we've had since 2007. They never say a word, they just hang up. They hang up on me, my husband, and my voicemail, so we have no idea why the idiots are calling.

I have been harassed constantly by Bureau of Collection Recovery, LLC. They call multiple times throughout the day. They have been harassing my family members, even my ex-husband for over 10 months and calling my work.  This agency is ruthless in trying to collect on a payday loan that I defaulted on. Yes, I owe the money and want to pay it back but not like this. They have threatened me, with being served to go to court, threatened me with possible jail time, check fraud and wage garnishment?.seriously!!!
After two weeks of this harassment from Bureau of Collection Recovery, LLC.  I finally got some help from a company called consumer credit helpers.  They?re a not for profit organization and never asked me for a dime.  CCH helped me file a complaint with the States Attorney General Office, the Consumer Financial Protection Bureau (CFPB) the Federal Trade Commission (FTC) and finally the Better Business Bureau (BBB).
Next they put me in contact with an attorney, who feels we have a case against Bureau of Collection Recovery LLC   for several FDCPA violations. They were great to talk to, with wonderful advice and information. I recommend anybody getting harassed by Bureau of Collection Recovery LLC,
should take my advice and stand up for your rights!  Call CCH at 1.855.672.1988.

They are bill collectors for AT & T...cheap ones at that. If you look on your caller ID, it should say BCR 8777881070.  That series of numbers after BCR is their toll free #, but they use the 202 (DC area) number as well (which should be in the number calling area of your id).  They use local telephone numbers of various states/cities...so a variety of numbers are showing up on the id.  But the 877 #  next to the name is their main toll free #...and they are complete idiots.  I've never done business w/AT&T and the only way to get them to stop is to call AT&T yourself and verify they have the wrong person/acct...they can then contact their low-life collection agency and stop the calls.

Requesting an older unused phone number has done me no good!  THEY go back years apparently and use OLD information!  I get calls at my number, which I have had for 3 years now, for someone,Penny and Richard Sharp, who apparently had this number many years ago and apparently have MANY unpaid bills from everywhere!  I have finally stopped being nice and just ask them why they haven't checked RECENT information before hounding me and then I tell them what to do with themselves and hang up! If they call right back, I pick up the phone and immediately hang up, as many times as needed!

The problem is that they call over and over again and don't stop.  With some phones one can block a number, but these guys have lots of numbers to call from.  So eventually one just wants to stop being harassed.

http://www.stopdebtcollectorsharassment.com/nondebtor.html

will work.  And if you have a good case, as if you have told them to stop and they keep calling one can get a lawyer without any up-front charge.  Then file a case against them in court.  They will settle, they will pay your lawyers fees (they have to) and you will get money for your trouble.

It would be nice if they just stopped calling, but even when you tell them they have the wrong number they won't.  The more people who file against them in court the more pressure it puts on them to conform to the law (which they don't like to follow).

You have the control.

Rule of thumb:
1. If you don't recognize the number, DON'T ANSWER!!!

2. If it is legitimate and important they will leave a voicemail including: Their contact information, Their first and last name, Why they are contacting you, etc...

Anyone who does not have the courtesy to provide the above information is probably 200% scam, fraud, etc....

You only have to post once of course to make a statement.
Nobody would argue that folks like BCR are pond scum.  But still not a "scam".   A scam is like when I charge you 200 bucks  to take care of your credit problems, then I just sit back and do nothing.

Also, it doesn't quite work the way you described.  To know what is being done in each case one has to look at the contracts.  Sometimes they do indeed buy the so-called "debt" and sometimes they don't.  Sometimes they work to collect on a percentage, always a pretty high percentage though.  Sometimes there are additional interest and penalty charges thrown in, sometimes there are not.

Folks who are being bothered can do a websearch and figure out the best way to deal with them.  Often, an individual has not entered into a contract with BCR, and has no obligation whatsoever to pay them.
But in a few cases, like Student Loans or other areas where one has entered into a contract with the original party it doesn't work like that.

Well thats partially true Dave what you say about BCR but mostly what they do is purchase an old write off bill that has already been paid for by the lenders insurance and try to collect on it at full face value again, or they will wait untill an original bill is ballooned to an outstanding amount lets say an original $105.00 bill is turned into a $600.00 bill within a 3 month period the this BCR will buy the outstanding bill for a few cents and then attempt to collect the $600.00 amount. So sadly yes they are indeed scam artists, and not worthy to acknowledge after seeing them in action in court I,m suprised they are still attempting this scam, thus the hard to understand callers that you read about people complaining about, these type of collections are becomeing illegal in more and more states as their means of attempted collection has become highly questionable.

Exactly. I dunno how many times people have to be told that. DO NOT REVEAL ANYTHING. Think about it. They are phoning you and then they have the gaul to ask you "whom am I speaking with?" COME ON!! Do you think you are obligated in some way to answer them??? you didn't call them, they called you. They are robbing you of your time and energy, let alone your money.Tell them to f-off or take the upperhand, and insist they tell you who they are first (who the hell are you?) then hang up or blow a fog horn in their ears. Eat that you B-hole.

I look at caller I.D if it,s a number I dont reconize I simply delete it, all consumers have to use extreme caution answering any of these callers questions, your best option if you owe a past bill is to rely on a letter in the mail and never respond to a phone call, simply rule is to ask yourself do I reconize this number? did they leave a voicemail? by the way a voicemail can be used against them so dont ever expect one from these type of calls, and if by chance you do receive a voicemail dont get upset simply delete it, they make hundreds of calls a day looking for a sucker, be smarter than the collector, and that is very easy to do..

I have received many, many calls from them and they never leave a message. Same base number, but various area codes for DC, New York and 800. They ask for me by first name only, then switch to a "superviser" and then want me to verify my SSN, full name, address. I request written correspondence from them and refuse to give info over the phone. They insist this is only to verify who they are speaking with and that it is public information they can get anytime. Well, then you don't need me to verify anything. And they refuse to give me a call back number and full name of a supervisor and refuse to send written correspondence stating they have done that and I haven't responded. This has been going on for over 6 mos. I have received calls as early as 8:01 am and as late as 8:45 pm. Now I know from being a collector at one time, this is just within the limitations of times they can call.

Nope folks, BCR is a real debt collection agency.  You can web search and find them.  They often use the 202 area code to contact you at first.  If you don't respond they will turn the calls over to more local idiots.  If you get the call you are being probed by a debt collector, perhaps there is an unpaid debt, or perhaps (like in my case) their records are in error.

You all should do what I do.  I get one call like this and immediately save the number in my address book under the name "REJECT".  The next time any call comes in and the caller ID shows reject, I simply hit the reject button on my phone.  Only a few wasted seconds on my part and after a few of these calls which don't go through, my number is removed from their list. :)

Just got 3 phone messages from this number to my US skype number - very funny that this number is not listed and I live in the UK

The person wanted to talk with someone that I did not know and the way 2 of the calls panned out it seemed like their telephone system had put a caller that called them through to my number.

Very odd

These nutwipes have called several time since I got this number in June. The telltale Indian accented voice asks for a "Mandarella." Really!? Caller ID lists caller as BCR. I tell them they have the wrong number and hang up. They don't seem to have a clue and obviously don't want to get it either. I'm on the Do Not Call list. Leave me alone!!!

Debt Collector
The stop the Debt collector guys are not a scam.  Fill out the form.  Then watch closely for any email.  Follow any instructions.  It's not like you just automatically get a lawyer but I did and she is going to file against them.  If somebody really owes a debt there are still things you can do to get them to stop harassing you.

http://www.stopdebtcollectorsharassment.com/nondebtor.html

BTW, BCR is also a REAL debt collection company, not a scam like somebody posted earlier.  So take it seriously, there is a real debt collector calling you for some reason.  In my case, perhaps a wrong number got onto their list.

They keep on calling my wifes cell phone AND our house phone multiple times a day and they ask for her by her first name.
They never say who it is or where they're calling from.
I guess the economy is in such bad shape that even scam artists are picking up the pace.
