I received the same call, when I picked up there was a long pause and the woman asked to speak to the "owner of the Pepco bill," rather than asking for a particular person- I found this quite shady. When I asked what it was about, she said she wanted to let us know about "options to save on your electric bill." Definitely don't give these people your info- sounds like a scam to me.

I have been receiving calls from this number for a week. Never anyone there if I pick up. If this is another energy company pitch, they've been going on for several years.

What you can do (if you have a few minutes) is play along a little. Give them enough bogus information to find out what company they are representing. Then, file a complaint with the utility regulatory authority in your area (here in DC, it's the Public Service Commission; it's the same or similar elsewhere). If they are calling you on a residential or cell number registered with the Do Not Call list, also file a complaint with the FTC: https://complaints.donotcall.gov/complaint/complaintcheck.aspx  Unfortunately, if the calls are coming in on a business line, the DNC List does not apply.

Prank Call
I received a call from this number wanting to speak to the owner of the electric bill. I hung up. They called right back and I did not answer. After several rings, the phone stopped ringing. I looked the number up on intellius and it was reported as a landline in DC. I assuming it was a prank or scam call. Can this be investigated.
