Got call from this phone # literally within MINUTES of having activated the phone and getting the phone # assigned. They MUST use a computer system just trying every phone # the computer creates... If a person answers, maybe eventually a human will start talking. If number's invalid, computer maybe does nothing. If number detected as "valid" computer probably stores it to continue calling.
In MY case, I received a call from this number even before the phone company told ME what my phone # is!!!

Robo-call from 206-276-8396 on my cell phone on 10-04-12 @ 833PM. Last time I got this dumb SCAM call was on Sept 21st. The call starts with a Stupid 'fog horn' sound for a Cruise. The recording tells U that U have been chosen for a Caribbean cruise and U can obtain 2 boarding passes for a cruise to the Bahamas if U complete a dumb survey. Just hung up after hearing first question was about education.
Cant even use the "SCAMMER HORN" on these SCAMMING Idiots.

Land lines have a government "do not call number" that everyone has called. There is the same thing for the cell phones, but have not heard of many people calling to get on this list.
