I've been on the do not call list for a long time. This co wants to lower your credit card Rae but don't know your credit card no.

Got a call on my cell @ 4:41 EDT 3-19-14
Didn't pick up as it was an unknown number.
Left no msg. After checking in here, saw it was just another sleaze bag scammer. There must be enough people falling for this that they can justify continuing to it.

It could be that guy from Arizona John Common. He knows how to mask a phone call with a fictitious caller ID.

He has a long history of scams like this.

I just received an unsolicited call from 212-964-8091. The recording was a credit card debt lowering scam.

Shady company, wanted to lower my interest rates, but when I asked who they were, they hung up. Stay away

I got a call from 212-964-8091 at 1:31pm today (MDT) and the caller ID showed up as "BINDERY CONDOMI" which, according to our pal Google turns out to be Bindery Condominiums 324 Pearl St, New York, NY 10038 (212) 964-8090.

I'm pretty sure nobody in NY would be calling me and they didn't leave a message so either it's a wrong number or someone borrowed their name as a way to get people to pick up the phone and possibly fall for whatever scam they're peddling. Or maybe the scammer lives there and this is how they're paying the $450,000 to $870,000 price of those condos.

"Credit Card Services".  Yeah, right.  Like a bull "services" a cow.
This time it's "Heather".  Well-spoken young lady, clear and distinct.  Obviously trolling for seniors.
I pressed "1" for a person, got a gentleman with good English and a slight accent:  refined, educated and exotic but with no discernible locality.  Clear and patient.
This time I was able to hold him for a while, pretending to dig out a credit card from a carrier I don't use, giving a number I've been practicing for a while.  (Decoded, it reads:  "Financial fraud, (spend in jail) all day, all week and all year, twenty to hell-freezes-over").  He had some way of checking and confirming right away that it wasn't a valid number.  I gave it again, with a couple of digits transposed and a few more times until he finally gave up.
A little fun, I suppose, but no progress on stopping these scum-buckets.
Since they're criminals anyway, they won't honor the "Do Not Call" list.  Maybe getting a useless "Credit Card" number will make them stop calling me, but I'm not holding my breath.
If the NSA is so all-fired powerful, monitoring phone calls higgledy-piggledy, why can't they recognize a pattern "Heather from Credit Card Services" and at least block the perpetrators' access to U.S. phone services, if not completely fry their equipment and arrest them!

Just called my cell phone. Didn't leave a message.

I answered; A heavily accented man mentioned stated that I had a high CC balance.

I asked who he worked for and how he found my phone #, but he proceeded to disconnect the call. The line was busy when I called back.

Smells like a scammer...

they said they could lower my interest rate to 6 % but needed to give them my card number..i refused they hung up. Tried calleing them abck line is busy.

I just got a call from that number too.  I didn't answer it, and they didn't leave a message.  I blocked the number.

I missed their call, tried to call back.. but the line is busy. No message has been left.

They wanted to lower my credit card interest rate, but didn't know what credit cards I have. My number has been on the do not call list for years (I just verified that).
