"Rachael' called from "Cardholder services" today about lowering interest rates on credit cards. Press 9 to talk to a representative. I did and asked the rep why his company ignored the Federal Do Not Call List. Needless to say the idiot hung up.

This is a spoofed number. There is no 238 area code.
You won't find 000 either.
It is from "Card Services", they left a message saying so.
You can search any and every search engine and there is no legitimate
company called that.
Hidden number of spoofed number and recorded robocalls are fraudulent intent.
Keep a log of their calls, and keep the recorded messages they leave.
Report them to the Federal Trade Commission ftc.gov Please report them
each and every time they call you.
