Every time a friend of mine in Mass. calls me, the Caller ID says 239-204-4824.
Once it came up on my "Call Wave" Caller ID as registered to a San Isidro
I have been keeping track of when these calls come in

I have Sprint for my cellphone. I sent a text to my mom's landline to see what would happen. This was the number that showed up on the caller id. It played my text back to her (as speech) and allowed for a few basic replies to be sent back.

It's called 'Caller ID Spoofing' (google it) and it's illegal.
If you received a call from 239-204-4824 you are being targeted through your very own computer IP address using 'IP Geocoding' (google it).
The offending website converts your IP address into longitude and latitude, then converts it further to pin-point your home address. Your home address will reveal your identity and your telephone number.
The offenders then place a call to your home using "Caller ID Spoofing" in the hope of getting more identifying info from you. Mugshots.com uses such "internet friendly" capabilities.
They will call you using various 'caller id spoofing' numbers and caller locations (NJ, NY, UT, OH, etc) when they're really calling from Boynton Beach, Florida.
The caller ID number is bogus. The caller ID name is bogus. They pretend to be survey companies or various other companies, all at their choosing - whatever suits their fancy at the moment, whatever role they feel like playing at that particular time. They want to put information about you on the internet so you can pay them to remove it.

This # has called me several times over the last week or so. Dead air, nobody on the other end. I called the # back and always busy. I called the Sheriff's office and they said there's nothing they can do. I called Century Link and left voicemail about this a few days ago and haven't heard from them. You can call Century Link too (or whoever your phone provider is): Harassing Calls ? Century Link Corporate Legal Dept) 877-451-1980. BTW - this phone number is a cell phone so you can't call block it. I also made sure my phone number is on the Do Not Call Registry, but that doesn't seem to matter.

Not sure Who's # this is? I tried calling the # back and recieve a busy tone. I can ignore the phone bt when u call @ 5:50am,it is nw a PROBLEM!!! Get a LIFE~

This phone number has called me several times today. I say hello and nothing but dead air and then a disconnect. Every time I call this number I get a busy tone. I called Embarq and they said it's a cell phone.

Called said name was Seeth and was from the Petra Group (sp?)
Ased by name then hung up when asked who they were.
