Your gut reaction is probably right about this being a scam.  However, the fact that his telephone number and fax number have different area codes in different parts of the country is not, by itself, necessarily indicative of a scam.

There are faxing services that use their own numbers and assign them to customers.  The fax "machine" that they use is actually just a computer programmed to receive fax calls, convert them to a file -- often a PDF file -- and transmit the fax to the customer via email.  There are indeed separate services that will transmit PDF files as faxes, and other services that will receive faxes for you and send them to you via email or some other computer interface.  In the long run, these services may save you money, because you don't need to make the upfront investment in a fax machine that might only be rarely used these days, or buy paper and ink for them to print out every fax that you receive.  You can also send and receive faxes directly from your computer without using a fax machine at all.

Personally, to maintain compatibility with those people who still need to use faxes, I subscribe to both types of separate services, even though the two numbers appear from the area codes to be separated by almost 2,000 miles.  I just make sure to tell people that and to properly mark the distinction on the cover page of the fax so that people understand the use of the crazy phone numbers.  Then I suggest getting a scanner so they can use email, instead.

Note that some locations have so many devices with phone numbers that there could routinely be two or more different area codes assigned, even for the *same address,* even from the incumbent local exchange carrier.  Some office locations are very near or even span an area code boundary, and thus could very well have two different area codes for their office.  And some people take their cell phone along with them when they move and never change their cell phone number.

So there are lots of legitimate reasons why a business might have a telephone number in one area code and a fax line in another.  The fact that they do is only an indication that they *might* be a scammer, but is far from a conclusive indication.

I received a threatening e mail from Mark Anderson, claiming to be from the Dept of Criminal Justice Services Financial Fraud Division. He stated in the email that I owe $860.00 on a payday loan and this was the last notice that I would be receiving. The e mail alsdo stated that I would be receiving notice at my place of work and would be summoned to appear at the courthouse.  The mispelled words and poor grammer was insulting as well, could not possibly be an official govt employee.
