I got the call too. It's NCO Financial calling out of Maryland, although I don't know if they have a call center in Maryland.
They are debt collectors calling most likely for Capital One or for some old debt that is out of the statue of limitations.

ID THIEVES AND SCAMMERS! They hide using different numbers which should
be blocked at a decent VOIP software program such as Vonage or Skype.
Thieves and Hackers don't deserve a second of anyone's time.

It's Capital One credit Card debt that they try to collect via NCO financial collection agency.

Call came in to my cell. No message left. When I called back, the company identified itself as NCO. I searched the Net while talking and asked if it was a collection agency (I am not past due on any bills) and the rep wouldn't answer. He said the company works with Capital One and he asked for my full name and account number, which, of course, I did not give to him. He was extremely rude. I immediately called Capital One who confirmed that NCO wanted to offer a direct bank withdrawal program for my payments. I told the rep I wasn't interested in that, that I wanted to be removed from all "calling lists", that they are not to share my phone number and that the NCO rep was rude. I can't wait to transfer my auto loan to another company.

Just got a call from this number from a woman asking for Dolly. I tell her she has the wrong number. She verifies the number she called, messing up the area code. When I tell her she has the wrong area code she then tells me the right one. I once again say I don't know Dolly. I had to ask her what company she's calling from she mumbles something but I can't recall what. She continued to pester me on whether I knew this Dolly person, and I said "Lady, you're driving me crazy" and hung up. What part of "I don't know Dolly!" do you not understand? Goodness.

Received a call from this number today, 10/27/2010 @ 12:18 PM. No message was left. It is supposedly from NCO Financial (on behalf of Capitol One). So far as I know, I have no account with Capital One, and I am not behind in any credit line / debt I have. No message was left.

This presumably telemarketer has called so many times I ended up getting AT&T Smart Limits for Wireless service at $5 a month. When I key in their number on the web, and they call, an AT&T woman's voice says "The party you are calling is out of the area" or some such clever nonsense.
I found out through a friend that has a family member who bugs strangers over the phone, that telemarketers get paid in part by the phone calls on their bill to their mailing lists. When AT&T Smart Limits answers, unlike the phone company disconnect recording, it is designed to thwart telemarketers. That means it doesn't give their calling computer a "signal" that the call is free, thereby NOT getting listed on their phone bill. As a result, apparently, their computer calls for many months (up to a year) thinking it is getting an answering machine! If too many people do this, there is a major discrepancy between what the telemarketers expect to get paid by the company hiring their services, and the actual numbers appearing on their bill. It makes it look like for the past year they NEVER called those numbers with services like Smart Limits!
I thought that sounded so funny (whether true or not I dunno) that it was worth the $5 buck price of admission (LOL)~!
In any event the service works, I never get calls from these few offenders, and the icing on the cake is they are spinning their wheels calling my number 10+ times a day... not knowing it is not showing up on their phone bill (and thus, they cannot get paid). Even worse for them, they will think their "client company" is trying to screw them by not paying, so it will trigger an expensive audit of their phone bills and create massive confusion. At least that's the theory. ;)

NCO Financials, they call from more than 10 different numbers including local area codes, seven days a week, 2 to 3 times an hour, ridiculous but they have to do it to try to collect a debt.

Cell phone companies recycle old numbers. So if a collection company has one number on their record and it happens to be yours, then that's more then likely what happened.

NCO keeps calling myself and my husband during our work hours. We have asked them many times to please not call during work hours. Our phones are used for home and business. They still have refused to follow our request. NCO states that our phone numbers are on an automated dial up system. I told them they are violating our rights by not honoring our request about bothering us at work. They do not seem to care. I have been hung up on four times by this collection agency.

My wife told me that she was getting some strange numbers that were calling her on her cell phone all week. She received a phone call from this number on 11-12-09 at 8:13PM but did not answer it like all the other strange numbers all week. They called back at 8:28PM, so I answered it. There was a pause on the line when I said, "hello". Then a recorded message came on saying that this conversation would be recorded. Then a woman came on and asked if she could talk with "Angela". I told her she had the wrong number. She asked if I ever heard of Angela. I told her "no"! She then asked me to verify my phone number. I told her I was not going to give that information out. She asked me why not. I told her that I did feel comfortable giving that information to her. She then said, "I will just give you a call back tomorrow then" and hung up. At 8:53PM, I received another call from this number and when I picked up a male (Indian who sounded like he was from India)asked for "Angela" again. I said, "I told you people that she does not live here and to stop calling"!! He told me that he was sorry and would take my number off the list. TOTAL SCAM! Other numbers they call from are: 1-202-607-2935 1-425-648-9464 1-228-209-9560 1-559-272-6462 1-402-982-0669 Hope this helps. I plan on putting my wife's number on the "DO NOT CALL REGISTRY.

NCO has already been sued for TCPA and FDCPA violations and another one certainly will not hurt:
Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.
This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc. NCO Group is a debt collector that uses automated prerecorded collection calls. In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc. Mr. Watson filed suit under both the FDCPA and TCPA.
David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors. Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call. Judge Davis wrote;
[The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.
Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.
So what can you do if you receive "wrong number" calls from debt collectors?
1. Sign up for the Do-Not-Call registry.
2. Save the calls captured by your voice mail or answering machine.
3. Contact a consumer lawyer.

I get calls everyday for a David Hedgman. I keep telling them i dont know him and that they are calling my cell phone and they WONT STOP. They keep saying they are taking me off the call list and they ramble of some number thats not mine as if thats where they are calling. Im going to go postal if these calls dont stop!!!!!! I have had it!

I just started receiving calls from this number the other day. They call as early as 7am and as late as 9pm. 3 times now they have left a voicemail with a woman just saying hello repeatedly. Do they not understand the purpose of vm?
