uh, possibly because fraudsters don't follow the rules.  If they are willing to commit fraud, what makes you think they will honor the No Not Call registry? seriously.  I will say, however, that the people who fell for the scam and actually sent money should have--once they realized it (red flag--sending money to the DOminican Republic to pay a 'fine' to the FDA? Hello?) they should have then reported the number as a source of a fraud scam. It seems at some point there would be enough fraud events to at least shut the line down.

I received a phone call today from 410-929-7743. A person going by the name John Davis called and told me the online pharmacy had been shut down and I could be facing jail time because I was in contact with them. I told the person they call me all the time but I never speak to them. He asked if I had a lawyer, told me I could be arrested, and that ignorance was not an excuse to break the law. He told me they had me under surveillance and I needed to speak with the Detective on the case to explain my side and see if things could be worked out. I asked him for the Detectives name and phone number which he eventually gave to me. I called the number and surprisingly, the Detective Phil Serrano knew it was me before I even said who I was or why I was calling and he said I would be arrested and continued to try to threaten me. After a few minutes of going back and forth with him he hung up on me. The, I called back and spoke to a Sydney Wallace who informed me that Phil Serrano was on a conference call. When I told her that made no sense since I was just talking to him she hung up on me as well. I immediately googled US FDA Phil Serrano and this site was the first thing to come up. THis is a horrible scam and they need to be arrested and shut down. I do not understand how they are getting away with this and I feel sorry for any families who have given them money.

Its currently a scam involving a caller purporting to be from the FDA threatening to have u arrested if u dont wire money to the Dominican REpublic. Curse him out.

Special agent Anthony lucas called me yesterday.  I'm very suprised he's using the same name because during the time it took to put me on hold to see if "Domincan Repulican Customs" would let me go i was able to look this up on the internet.  He wanted 4grand and said no one else could know which was a huge red flag.  As was the "breaker 19 breaker 19 we have the suspect in custody i kept hearing in the background".  He said i made a purchase in 2007 which was completely untrue.  I made one purchase of supplements back in 04 and i get people calling me 3x a day asking me if i want xanax?  Anyway, at the end i told him i'd pay him 1k to if he'd go F his mother and he said, "Breaker 19, Breaker 19! Send the Agents to My address" which he knew.  I can see where people could fall for this if they had actually done something wrong.  This guy and his crew are F'ing scumbags.  Scamming people for 100's of thousands of dollars and having our information.   If i ever met special agent Anthony Lucas i would have no qualms with shooting him in the balls.

received a call from "special agent phil cerrano". told me I would be extradited to the dominican republic. but I could avoid it if I wired him a 3000.00 fine. Iwent straigt to the local PD and they called the number . after stammering for a minute he told them to go "F" themselves and hung up. then he had the balls to call me back! I handed the phone to the police and he hung up again .what a scumbag.

I filed a report with my local police station who will turn this into their detective bureau.  He also said to put a block on that number.
There are a number of complaints this number.  Supposedly, this number is from the Bloomfield, NJ area.

Wanted to post my experience...Have been getting calls from a Dr Kyle Adams a Liberty Meds for many many months from the same phone number.  Years ago I did order my prescription meds via the internet and this guy told me he had my old medical records - and he new precisely the last time I ordered and the address it was shipped to (which was an old old address).  Well I stupidly bought into this scam thinking they were legit since the had some previous consumer info on me - and the guy had been calling me from the same number for such a long time.  But I also sent money to the DR - thankfully only $400 - which I would've preferred not to lose but I guess it could have been worse.  Anyway no medicine obviously.  And clearly when anybody is asking you to send money over seas via Western Union it should be an obvious red flag.  Anyway thanks for the previous posts...at least it shed some light on my situation.

This number has called many many times. Has already received 2 submissions of 900.00, and are continuing to call for more money in place of jail time. They are usually guys who do not speak English as first language.

Got a call from this # today, all that was on the message was a female voice (pretty sure) laughing and seemed to be joking around with someone else...saying "cha cha" a lot.  I'm going to do what toby2b2 said and file report w/DNC list.  This is just one of several different #'s that have called me with the same scam.  It has to stop.

Phil Serrano posing as FDA agent, scammed my adult daughter out of $1,000. He scared her out of her mind. He told her not to talk to anyone about it until the case was cleared! She came to my house after she wired the money to Dom. Rep. Of course, I told her it was a scam. My daughter was not smart. They are being reported to FDA, but not sure where else we should report it to. My daughter is trying to support two teenage daughters with no help from their father. She can't afford to lose that money, but it looks like it's gone!! I want everyone to know about these people! I dont want this happening to anyone else! Wish I had the power to stop them!!!

I was contacted today by a special agent said to be named david cater badge # 9874 claiming that I would be arrested and extradited to the Dominican Republic if I didnt pay the fne for meds I never received. He started at 3k, then went down to a !000.00 if I could pay today. I contacted DEA and they said it was totally bogus. The guy was billigerent and I think it was the same guy I dealt with Liberty meds.. which by the way dont use. I want to bring this guy down through legal means.. has anyone heard of this guy and wants to help. I did a reverse lookup and know where he is( town at least) any help, is appreciated

Yes, the above appears to be a Dominican based scam targeting those who have visited or purchased from online pharmacies. There is a Federal form and phone number you can prepare so that the real Federal FDA can track them. The same outfit has a Special Agent Calvin Jones, Phil Cerrano and of course the Commanding Officer, Anthony Lucas. Their vocabulary is poor and there will be bogus static and radio transmissions in the background.  The FDA info hints that it could be a Dominican drug gang behind it and people have been taken for hundreds of thousands of dollars in total. If you listen to their whole act, you will be asked to wire money to the Dominican Republic to avoid jail. Its been going on for a couple of years. Report it so the Govt. can stop them.

Why don't you people report this # to the National Do Not Call Registry, assuming you have signed up your telephone # with them.  They have a complaint form on the web page to cover situations like this.  I report every time this happens to me, and I have never received a repeat call after reporting it.  I also paste links to several complaint boards such as this into the complaint I file, so they know that this is happening to many people.  If more people would take this kind of action, you would see more prosecutions of these people.  (they are just trying to get info from you for identity theft)
This will do more good than contacting DirecTV or the Chicago Tribune.  They don't have the resources to follow up on this kind of complaint.  Our tax dollars are paying the bill for the National Do Not Call Registry to look into these situations.  Legitimate companies have to pay a stiff fine for calling #'s that are signed up with the Do Not Call Registry. And bogus companies such as this one will be prosecuted.

My Husband got a call today, from this guy claiming to be FDA, Same name Lucas, he said we knew some guy and if we didnt give tell us about him they would be putting taps on our phones. This is BS.

I received several calls from this phone number 410-705-1210 and a gentleman claiming to be an FDA "agent" ("badge" number 0178-3), name Anthony Lucas tried to scam me.

This guy accused me of ordering some prescription on the internet and pretended that I was going to be arrested.  After several minutes of harassment, he said he would talk to some border control official who would "let me go".

In order for the "charges" to be dropped, I would need to pay a fine of $2000.00.  At this point I was sure that this was a scam and told the guy to go "f*@% himself".

I'm not sure how I got on this list, but before this call I received numerous calls from the pharmacy asking if I wanted to refill a prescription that I never filled in the first place.

same, this guy called said he was an agent  w/ fda and was an agent and needed to talk to me, I contacted the real fda the agent I spoke to said they dont call that they would come in person if they needed information!!!!  IT IS A SCAM THAT STARTED IN THE DOMINICAN REPUBLIC  this all started after i filled out a discount card at my local pharmacy, somthing to think about  !!!!
