I have been receiving calls from these 'card services' telemarketers for over a year now. I have been blocking each number they have called with (over 35 at this point). And I have been filing complaints with the FTC Do Not Call Registry and the FCC complaint site, to no avail. I do suggest you all do the same, and do not talk to them or call them back.

But to really get some attention, I created a petition on the White House We The People site. Please go there and sign it, we have to get the word out any way we can:

If you can find one, there is a device called "The Zapper". It generates the first tone of the SIT tones when you hear when you call a number that is no good, for example you call a long distance number and forget to dial the 1, you will get the 3 tones with a message that you must dial a 1. I know you have all heard these tones before for various errors when you dial.
Now the good part..  When the automatic dialing equipment hears these tones, it takes that number out of its database, as the number is no good. It just waists their time. Actually it goes by the first of the 3 tones to knock you out of their database.

There is a .WAV file on the page with a good sounding SIT Tone.
For those who screen with their answering machines, record the SIT tone at the very beginning of your outgoing message. The robo callers will hear the tone, and ignore your outgoing message.

If the crooks were smart enough to program their robo calling machine to ignore the SIT tones, this will not work, but a friend of mine has this on his answering machine, and he said it knocked out 90% of the calls for him.
I even recorded the tone on my cell phone voice mail along with my greeting. When I think the call is a scammer, I just ignore the call and it goes to voice mail where it will hear the tone.
If the call is legitimate and important enough the person calling will leave you a message, so you can call them back.

So far I have not been able to locate the device called "The Zapper" for sale on the net. Maybe I have the name wrong, but if you could find the device it gives out the first tone when you pick up the phone, than you just answer it as usual. If it had been a robo machine calling chances are it will hang up right away.

Ha ha.  I have been messing with them also.  I asked the last one if Tiffany knew what happened to Rachel and was immediately hung up on.  The best is to ask them if they are Christians.  Whenk they say yes, I then ask them why they are scamming people.  I talked to one person for about 10 minutes and he said it was the only job he could get, but he appreciated me praying for him.  Everyone else has hung up on me or told me to "F" off after they told me they were a Christian.  Go figure that....

Nothing that you do will stop them from calling you. The major players behind this have made millions of dollars, which means that they are too big to fail.
One of the major players specializes in aiding the rich with tax evasion and shell corporations set up in Belize. You can bet that the well to do in this country are not getting lower your credit card interest rate calls and due to that fact our government just considers a few phone calls a minor annoyance.
The FCC has temporarily halted 5 of the minor unprofitable boiler rooms. They will receive a slap on the wrist and be back at it within a few days.

In the meantime the calls will continue since the major money is being made with what is called a CNAM revenue-sharing program through companies like   http://www.telephonemanagement.net and http://www.CallerID4U.com
In their own words:  'Every day your company makes thousands of outbound phone calls. Every one of those calls generates revenue for many companies, why not yours? Our CNAM revenue-sharing program helps you make money every time a Caller ID request is made by a phone carrier. A high-traffic call center can lose hundreds to thousands of dollars a day to phone carriers by allowing them to charge for access to your own data.'

You can now see why the criminals keep calling even though they know you won't fall for their scam. If someone does make the mistake of answering the phone and falling for their con then it is just icing on the cake for them. These people are the lowest form of filth on this planet. The only way to stop this is to contact the FBI and ask why this crime family is allowed to operate and facilitate the ongoing criminal operations. This is one of the reasons that the RICO act was put in place, so why aren't they using it. Is this because this isn't a high profile, news worthy operation or is the FBI too understaffed and busy with Homeland Security issues. Maybe if we were rich they would take this seriously, but then if we were rich we would be using that criminal organizations services and protecting them instead of trying to shut them down. It is alleged that they launder money from Pacific Telecom through a trust bank account in Oregon and into foreign accounts at Scotiabank in Belize and other destinations.  

Why hasn't the FBI used the RICO act and gone after this organization? On October 15, 1970, the Racketeer Influenced and Corrupt Organizations Act (18 U.S.C. §§ 1961?1968), commonly referred to as the 'RICO Act', became United States law. The RICO Act allowed law enforcement to charge a person or group of people with racketeering, defined as committing multiple violations of certain varieties within a ten-year period. The purpose of the RICO Act was stated as 'the elimination of the infiltration of organized crime and racketeering into legitimate organizations operating in interstate commerce'. S.Rep. No. 617, 91st Cong., 1st Sess. 76 (1968). However, the statute is sufficiently broad to encompass illegal activities relating to any enterprise affecting interstate or foreign commerce.

The DoNotCall Registry works on voluntary compliance like speed limit signs on highways. Honest telemarketers honor the Registry, abusive telemarketers and scammers do not. Conversely, if you are on the Registry and you receive telemarketing calls, you may be sure they are from abusive telemarketers or scammers so toy with them as you wish, they are begging to be messed with. Do you have a whistle, air horn or screaming smoke alarm to greet them with?

These morons call me at least once a day to tell me that it my "last chance" to lower my credit card rates.  I tried the removal option many times over a year ago but gave up.  These days I press 1 to talk to an 'operator' (indeed they are 'operators'!) and i usually answer there questions and ask them to repeated themselves a lot until they either get frustrated or I have something better to do...  I figure that every moment that I can keep them on the phone means one less person likely to actually do business with them, if there really is any business to do with them.

Same people, Card Services, New caller ID Scam, i.e. OCC-QALL-CORD, and a different #424-273-2029.  Have received calls from these people for over a year.  Tried to be nice at first.  No such luck.  Call again today.  Male voice asked "Are you trying to reduce your credit card rates?"  My response to him was "I am trying to have you kiss my #$@.  He hung up without a response.  I am sick of this.  The DNC list is not working.  Starting today, when these people call, my response will be have them kiss my #$@.  If enough people took this approach, they will soon get the message and find a real job.

No, but you can save the number in your contacts list as "Scammer" and assign No Ring Tone to it.  They call but you don't know it unless they leave a voicemail.  Also, check the Apple Store, there may be an app you can get to block numbers.  I know they exist for Androids

Just got a call from these folks. Having seen them calling so many times before, i figured i earned some of THEIR time... LOL Just kept asking questions about the "service" blablabla...finally get them riled up enough to say listen i don't have a crystal ball, im not Houdini so GIVE ME your information. My response, well you called me telling me you could lower my rate, how do you know you can if you don't have my information? LOL Finally after 10 mins he says "fu" and hung up. I didnt expect to enjoy doing that as much as I did.

I have my kids call them back and put all kinds of annoying, evil sounds on their message machine or if they answer just to annoy the s*** out of them like they annoy us. My kids love it and have a blast laughing their a***s off!! You guys should all join us and bug the s*** out of them as much as you can spread the number and ask others to call them too!! Since there's nothing else to do, and the DNC doesn't do anything!! Next time they call I'm going to cast an evil spell on them. Bwahahahaha! Happy calling! ;)

First, yes, their recording says Card Services, but the CallerID number is spoofed, so who knows what company they represent.  What really pisses me off now is the scumbags are calling my mobile in addition to my home phone.

And whatever company you end up getting transferred to is apparently really suspicious about who they are talking to.  If you ask any kind of question that worries them, they hang up.

For all of these type calls; I answer and then start with one sentence:  " Thanks for calling.  What are you wearing right now?"  If you try "phone sex" line they quickly hang up.  Do it enough and they seem to stop calling.  The more graphic you can be the quicker it seems to work.  Only  failure is on calls from India where they don't seem to understand the question and just keep reading the script.  I may switch to:  "I have a Cow here and a Gun and I am going to shoot it, want to listen?"

adding this to a list of nearly 25 others with card services.. These do***e bags make millions and funnel those millions out of our fragile economy whilst laughing at the pathetic FTC.. The government is well aware of these douches and chooses not to protect us or aggressively pursue this threat to our country.. Hard to believe they cant find these douches who threaten our society electronically...daily...thousands of times.

This is a pay as you go cell phone that I've had for the last 7 years. I recently went with a different phone company and as of the 5th of the month, I will no longer have this phone number. So long suckers!

I, too, have reported many of these numbers to DNC and have seen reports that they cannot keep up with or trace many of the scammers because they constantly change numbers. Now I do not answer any call I do not recognize. Then I check this web site or just google the number to see if it is a scammer or a legitimate caller. I add the number to my contacts list with a big red x so I know not to answer the next time they call. I have so many numbers saved, it's ridiculous. I wish there was more we could do to stop these idiots.

Card services! Sad little scammers. Forget the Do Not Call list, these are the bottom of the bottom feeders. Criminals. So, you have two options:

Toy with them and waste their time and record those calls -- lots of them popping up on youtube lately...or just don't answer. They wont stop calling, until they are shut down.

Have been getting harassing phone calls from these a***oles for over 2 years now.  I've tracked them down to the Verizon services line in VA, near Washington, D.C..  They use different numbers & constantly change #'s,...but the message is always the same.  

I tried being nice to them at first,...asked them not to call me,...told them that I was on the "do not call national hotline",...doesn't mean a thing to them,....told them I was not interested in their credit card services,...they kept calling.  I hit all the right buttons to tell them to delete my number from their call list,....they keep calling.

I lost it one day with one of their reps,...he started cursing me out,...I responded in kind,....told him he was a coward for not telling me what the company,s name was or where they were physically located,...he just kept cursing.  

I have contacted law enforcement agencies,....the FTC,....the FCC,...the BBA,...Verizon,...no one wants to, or seems to be able to help me.  So much for the federal government that is getting paid to help us with such commercial stalking.  

What these people are doing is criminal,...they are criminals,...where are the law enforcement agencies that are supposed to be prosecuting these people for their criminal acts?

Glad I get free incoming calls.  I've learned that when I don't recognize the area code, I pick up the call and just wait about 2 or 3 seconds before I say "Hello".  There is nothingness for another 2-3 seconds, and then it hangs up.  Not sure how many times I've done this so far, but seems to work every time with the same results.  If you work for 'Card Services' please get a real job, or maybe try to help this scammer go to jail.

Geeze Day after Christmas and these SCAMERS are at it again.  But, since I had time to play with them, I did.

Now it is Tiffany calling to lower your interest rate.  Once they get you on the Phone they ask about lowering my interest rate.  Well Sure, why Not, it is the Day after Xmas spending.... they then started asking to see if my credit card was in good standing, and want to verify my CC.  I kept playing with them, that Well, Yes, it is in good standing, I just Used it Monday.  When they kept on insisting, I then asked "Are you with my Credit Card Company"  - Needless to say, they hung up.
