Thanks for the informative feedback.  I wondered about this number.  Called me at 4:07pm on April 29th, 2014.  I'm so glad I checked here.  Will be on the look out.

Also wanted to add that by the area code, they're obviously located downtown Montreal, and it's rather a new company (they started giving 438 to businesses only in 2012).

This number called me twice, once yesterday during the day, and another one tonight around 6:30 PM. They spoke French only so when I answered "Hello" there was silence but then I said "Allo" and a lady with arabic accent started congratulating me that I won a cruise. Then I asked her what for and it seemed like she switched to an automatic message which said in French "press 1 to claim the prize". I hung up. Didn't call since.

This number showed up at 09:07am April 29th, 2014.
It is a good thing I did not hear it, nor answer it on my 25cents per minute cell phone,
    and it does not take messages!
Nothing is life or death rush; I just looked today as I put it on charge!

Got the call today at 10:45 AM on a smart phone... Not a sound from the other end (the caller) and then I hung up... After reading all your comments or most of them, I would ask you all to check which websites you visit in the weeks and months prior to those so called spam calls. Because Google (for example) is getting so much into our settings (on their website and the ones on computers/smartphones) and obliging the user to be connect to ridiculous degrees, I am starting to suspect them (and others) of knowing what we do on our devices, and then that info is accessed by them or by scammers... Keep your eyes open, tailor tightly your settings to protect your privacy and see from there what will happen... That is an hypothesis (and thinking of other factors).

Called - no answer on the other end.
Area code 438 is Quebec, Canada.

I think we were on the same call list.  I just got a call 8 min ago in Calgary.  Also no message.

Got a call today (in Toronto) at 9:10 EST. Didn't pick up and they didn't leave a message.

Just got a call from this number on my cell, here in Calgary.  They left no message.

Moi je ne répond pas d'habitude aux numéros inconnus. J'ai répondu et des que j'ai entendu "congratulations" j'ai raccroché.
Ensuite j'ai rentré le numéro dans mon filtreur d'appels chez mon fournisseur voip. Ça ne sonne plus chez moi et ça renvoie à un message disant qu'on accepte pas de sollicitation téléphonique.

Answered, hungup, filtered it with my voip provider. It will send them to a recorded message telling them that we dont accept any phone sollicitation and hangs up.
Case closed. (Until they start using à new number... :/. )

Googled number after being called today (2014-04-29 @ 3:25 p.m. EST)

Keep getting calls on cell and home.  Tried texting the number and got a notice the number is inactive.

Very annoying indeed.
