Apparently, a virtual army of scammers is using phone numbers registered with bandwidth.com VOIP, masking their identies via exploitation of bandwidth.com's technology: plenty of complaints on their Facebook page, including from the hijacked dentist's office: https://www.facebook.com/bandwidth?filter=2
Bandwidth.com appears to be oblivous to consumer complaints.
This is happening all across the country as well as in Canada. A Google search using the keywords "bandwidth.com calling and hanging up" produced a ton of results reporting complaints about numbers associated with bandwidth.com: http://search.aol.com/aol/search?s_it=topsear ... +and+hanging+up

I started researching tonight, which is how I ended up reading this article. We've been getting calls on our land line several times daily for several weeks now. They show up on caller ID as "out of area" (except that they're calling from our area code). I never answer as I don't recognize the number and anyone masking their identity isn't getting the time of day from me, but my husband insists on answering the phone when they call. Whenever he answers, there is no response, just background noise. My husband called the numbers back and received messages indicating that the numbers are "not in service."
So tonight I looked up two of them. One of the numbers is listed as "unknown in Colorado" even though the caller is calling from my area code. The second one is listed as belonging to bandwidth.com, Colorado Springs, CO: http://www.whitepages.com/phone/1-719-325-8760 ***
I filed a complaint with the FCC this evening: https://esupport.fcc.gov/ccmsforms/form1088.action
I suggest anyone receiving such calls look up the numbers online at Reverse Lookup White Pages and then report them to the FCC if the caller is harassing you or repeatedly calling and simply hanging up/not responding.
Otherwise, file a complaint wth the FBI if the caller is making suspicious threats of legal action. Local law enforcement may also be contacted. And as this friendly dentist just showed us, contacting your local media is a good way to get the word out in addition to filing a complaint.

Called my office #, which is forwarded to my cell phone, at 2:07 in the morning! Good thing I didn't hear it then! I would have gone ballistic! It's a shame that all these jerks have ruined another medium! It started with the US Mail. I've thrown away many "real" items that were mixed-in with the "real looking" fake crap over the years. Then with telephone. It's so bad that I have told my clients to e-mail rather than call since 95% of phone calls are scammers! That was great for a while, now I'm constantly getting crap e-mailed to me on my smart phone! I'm going to have to create a private e-mail to connect to my phone & give it to my customers. The one on my website just attracts these parasites! It's so frustrating! When you have a business, you want to have a way for clients to reach you, but these maggots have made my life so miserable that I almost want to close the whole thing down! What I can't believe is that ANYONE does business with these con artists! I would NEVER do ANY business with someone who cold-calls me! I know how to find the services I need. I guess there are many saps out there that fall for this crap, otherwise they wouldn't be wasting their time doing it! Maybe those idiots are to blame! I know this message will do nothing and contains no useful information, but it feels good to vent a little! Thanks!

I got a call from this # at 2:25 a.m. I grabbed the phone being scared at this hour with bad ominous feeling, and uttered Hellooo! there was a pin drop silence and then the line disconnected with a long beeeeeeeep. Very much of security breach, trespassing ones privacy, they must be punished for their undesirable intrusion to public lives.

So obviosly the NSA. Call generated from one of Verizons major fiberoptic switches convieniently lot ocated in Lewisville TX. Call generates a GPS ping to your locations on classified as metadata. Once pinged and verified the circuit (telephone line) is active the real tracking begins. Using thee ECOLON e and it doesn't matter if you answer the call or not. avesdropping software to listen for keywords in your phone conversations. It only calls cellphones and it does't matter if you if you answer the call or not. Once verified active, your line is tagged.

NSA generating metadata to track you? Each call will cause the phone company to generate CDR (Call Data Records) that constitute some the metadata that the NSA and other govt. agencies are now gathering on US citizens.
Who knows, maybe just a call center not having enough operators when the call comes up. Of course there is no reason that the gov cannot spend the taxes out of our pockets to track average folks with no valid reason for being tracked.
