I got a call from same number last month regarding lower intrest rate and they took me on call for a long time verifying my account. At last they did a great job, they lower down interest rater over my visa and master both.

That's a load of crap. These are scam calls. If you want someone to negotiate with credit card companies for you, find a reputable credit counseling firm (be careful, as some of those are scams, but a good credit counselor can actually provide worthwhile services). But these felon drug addicts that call numbers on the Do Not Call list cannot be trusted at all.
If you're on the Do Not Call list, no non-scam businesses will telemarket to you, so any calls you get of this nature are absolutely scams.

there was a credit consolidation company in Boca Raton - - - don't know if the business was slow and now they are making robo calls????

Same robo calls about lowering credit card rates. These people just do not stop making these kind of calls. I guess the only choice we have is to to away with the home phone. If I was AT&T, Comcast, or any of the other phone line carriers or if I made home telephones, I sure would want to stop these calls before every one of us do away with the home phones. Anyway, perhaps the FRTC DNC can get more money from our congress if we keep on filing complains. Here is the FTC site:

These companies do not give a rats a** about the DNC list. I report every single one of them. Not a single thing happens. Some have continued to call me over and over again.
What I am curious about is this. I have a call blocking service on my phone. So I block them, and on some of these callers, they still get through!

These people are not scammers. They do a legitimate service for some people. How they market however (robocalls & spoof numbers), IS questionable (in many states robocalling is illegal, so that's why they have to 'spoof' your caller-ID into displaying a number which is in your state but is NOT theirs).
I have worked for a couple of these companies.
What they do is they negotiate for you a lower interest rate on your outstanding credit card balances (and sometimes also a waiver of late fees) with the card-issuing banks. Let's say you have 3 credit cards, 7 thousand total owed, but you made a few payments late, and now your interest rates are at 18 % or higher. If you pay only the minimum payments at that 18% interest rate your total of payments might equal 20 thousand. So they negotiate with your card issuers for a 11.99 % rate, your total of payments that you will have at the end will be lower, and the fee that they charge for their service comes out of what you will save (if you only paid the minimum again, at that 18% or higher rate).
If they can't do that for some people, (b/c the accounts already closed) then they'll set up a DMP -- Debt Management Program for you.
Now... for some people, this can be helpful. Some others have the skills and can negotiate themselves w/ their card-issuers for waiver of fees and lower rates.
Here's the question everyone getting these calls have to ask : Am I hopelessly buried in cc debt? Can I get myself out of it by myself? Or, do I need help? If I do need help, can I trust (or how much can I trust) a company circumventing the regulatory authorities by calling me using robo-calling (illegal in many states) and a 'spoofed' number on my caller-ID?

my phone is on the do not call list as well but I thank God I have sprint. I can go on sprint and put in any phone number that wont even ring my phone and its goes to a voice that says this number is no longer in service!! LOL!! Love sprint!!! Those Losers need a job!! I love it don't even have to put a call blocker on my phone and I can also block text messages on my sprint website!! Love it! I almost changed my phone number till I found this out!

I pressed one to speak to a representative. First I asked his name - Adam Garner. Then I asked company - Card Services of America. Third I asked for a call back number 800-847-2911. I then told him to take my number off their call list as I am on the national do not call list.

If you want these calls to stop, then report them everytime you get one. I reported to FL Division of Consumer Affairs Division complaint form: https://csapp.800helpfla.com/CSPublicApp/Complaints/DNCComplaint.aspx I would suggest that others who are receiving the same calls contact Florida's AG about the situation and file complaints. I also reported to https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2 Nothing will be done if people don't report these callers.

This morning at 11:15 on April 3, 2013, I got a robo call from Consumer Services telling me there was nothing wrong with my credit card accounts. The recorded message said I could speak with a live person to try to reduce my credit card interest. I pressed 9 to be removed from their calling list. I will report them on the donotcall.gov website. My caller ID said, "Out of Area" even though it was a local call.

I got "the call" today. Wasn't home, didn't leave a voice mail (no big surprise). However, I found a tool my phone company offers. From my computer, I was able to set the number to forward to itself. If it works, the scammers will end up reaching the same "out of service" number that you all get when you try to call them back.
Hopefully my number will be flagged as not working and get dropped from their lists (dare I believe?). If not, I won't be getting any calls from THAT number.

DNC is for honest charities and (political) organizations, so they will not call people who do not want to be called. The spam/scam/phishing calls are originating from robo-call and "bot" sites (according to postings here at 800notes and similar sites) that are fronts for all kinds of "knavish businesses and organizations".
"Do not pick up calls where you don't recognize the ID" is a good rule of thumb to follow.
