Caller said they could lower my credit card interest rates and rattled on for a while in broken English. Then he asked if I had $3000.00 in credit card debt and when I said no he shouted F__ You! and hung up. This is not the first such call. I get them at work more often than at home.
Something is wrong when people can call and harrass you using filthy language and have no fear of legal repercussions.

This was a call from a guy with a filthy mouth, once I told him it was 10:00 pm where I live. Do yourself a favor and don't answer. He knew exactly where he was calling to and did it on purpose.
Oh, by the way, it claims to be a credit card refinance service.
