These guys called me at 4:30 a.m. PST on a Sunday morning and they need to be stopped. Clearly violating all the do not call rules, including time of calls, calling a blocked number, and being a robo-call.

I think I finally found a way for us to get these creeps. I have found a website that will give us the CARRIER that is associated with these callers. If we contact the carriers's enmasse, AND we tell them we are aware of hte illegal activity AND that we will share their information with others, then perhaps they will start shutting these people down. Here is the website: http://www.searchbug.com/tools/reverse-phone-lookup.aspx Type in the number and the carrier information is shown. Go to the carriers's website and do a CONTACT US and send them an email. Here is what I used as a template:

Hello,

I have been receiving hundreds of telemarketing calls to my cell phone and found out that the number that called me yesterday, XXX-XXX-XXXX is supported by your company. There are thousands of people that are contacted daily by 'robo-calls' and this number is one of them. I am not sure what you can do to help us prevent these calls, but I'd like very much for you to investigate the legality of this company who is clearly breaking the law, as I have put my cell number on the FTC DO Not Call List many times. Thank you for your support and I hope you can help set a trend that for carriers that will eliminate these companies from practicing this illegal activity.

I found your information by using the following website: http://www.searchbug.com/tools/reverse-phone-lookup.aspx

(then add your comments or suggestions, but keep it nice, they hopefully will help us!)

I just received a call from Brian Miller to reduce my credit card rates. Would not tell me the name of his company. The phone nymber is 7036651999. I google the number and it came up as belonging to Restore America's Voice Pak. He was not calling from that company. He wanted me to give him my cc numbers, NO WAY-do people actually believe that someone would give out their cc numbers over the phone????   How do these scammers use other company's phone numbers to call people?

Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

How it works:
http://onthespotblog.com/on-the-spot-blog-stirs-up-rachel-at-cardholder-services/ ...
http://onthespotblog.com/tag/cardholder-services/

We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
each violation.

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The FTC has already taken action against some of them however they just pay a small fine and are back at the same scam the next day:

AT&T is a mess, they can't do anything unless you pay more money to them. They can't even stop spam text messages, if you want that to stop you have to pay more money per month on your bill to stop this. You get charged for the spam text messages and AT&T & the other phone companies make a profit from it. Basically, the phone companies are making money off all of these calls and they are not going to help the consumers because it is money in their pockets.

Received a call from them on my cell, didn't know who they were so I googled the number and thanks to this website found out it was a scam. Usually get a lot of these numbers on my phone, I just add them to my contact list under the name Scam and set my phone to silent. The bad thing is that each contact can only hold so many number and I have to make more contacts, think I am on Scam 4 right now. They don't call as often as they used to. Had the same problem with my home phone, so many numbers would call now I just ignore the calls and the calls have slowed down some. Wish I had a phone were you could block these numbers. No one knows who Rachel is, there are some articles written about who this Rachael person was and no one knows.

There is also a free app for Android to reject calls. Works great! You can reject text messages or calls. Fairly customizable. It's called Easy Filter and it's free. That is what I use for annoying calls or texts

This number called my cellphone this afternoon. Since I get telemarketer/scam calls every few days, I usually don't answer numbers that I don't recognize.

No message was left by this number, but judging the responses, it's yet another scam/telemarketer.

I rec'd call from 612-222-7091. same as above lowering credit card rates.  I did answer the call, expecting a long distance call.  I pressed 1 to have my number removed from list and of course I got a rude hang up.The problem that I have is that NONE of my credit cards are attached to my cell phone number.  I am on the NO CALL list SO WHY ARE WE GETTING THESE ANNOYING CALLS?  Funny when you call the number back you are told that it is not a working number, nice that you can not ask to be removed from their list, nice that they call at prime time using your minutes.  Someone needs to figure out how to stop some of these companies.  I can see from the list of complaints that these calls are very unwanted,

I received a phone call from this number: 612-222-7091. I wasn't home at the time, so I called it back. The recording said it was a not a working number. This is an unsolicited number. I do not want them to call me any more. I am not interested in anything they offer. What I read about it, says that it is some credit card scam.
Recently, I received another scam call form: 876-297-8324 (a Kingston Jamaica number). The caller spoke with a foreign accent, didn't sound Jamaican either. He claimed he was in Las Vegas and was searching for Publisher Clearing House Winners (because they were to busy to do it themselves, of course!) to present me with a $3,000,000 and a Mercedes Benz. The guy wanted me to get a prepaid Greencard from Walmart for $499 to pay the customs fee (WHAT??!!! Customs fee for an American contest?!!! Suspicious HUH???) in order to receive my winning prize. After questioning him I was put on hold as he answered an incoming call from the FBI (WHAT??). He put me on hold momentarily (I would imagine a call from the FBI would take longer than a few brief moments). None the less, when he returned, he remarked that the call was from the IRS! (A call from the IRS, I would think, would also take quite a few minutes also. But then again, What would I know???!!! He gave me his cell number: 876-297-8324, in order that I could call him to let him know I had purchased the card. I would then provide him with the number off the Greendot card and he would send people to my home to present me with my prize. This was also to be done confidentially (no publicity), OF COURSE! Another thing that irked me about this was that he kept calling me "Sweety", "Love", "Babe", and such. To sum this up, I let him know I knew it was a scam and cussed him out. He hung up on me! SURPRISE!! Moments later he called me back, Called me "Sweety" again, and tried to talk to me. I began to cuss him out about calling me "Sweety", "Love", "Babe", etc. (which he didn't give me a chance to do the first time, then I hung up on him. I quickly looked up the number to Channel 3 News here in Kalamazoo, Michigan to report to them the scam. Guess what he try to call me again (saw the number light up on my phone) as I was connecting to Channel 3 News. Since then no scammers have called till I notices the 612-222-7091 phone call.

UPDATE: Cardmember services called again, using a new number. Here it is for the benefit of people reading this forum: 503-902-8479. Same voice "rachel" saying there are no problem with my credit card but this is the "last notice" about possibly lowering my interest rate. These A**holes don't stop. ATT, my carrier says they can't do anything: either I "UPGRADE" to Uverse (meaning paying more money to these money hungry people) or change phone number or company. what a hogwash.

I have a list of numbers and this is one of them.  I have tried and tried to have them remove me from the calling list, but they will just hang up on me.

Yes, I am on the no call list and have started to report these numbers.  One has not called me back in over a month after I reported them.

I do not even have a credit card they could lower the intrest rate on.

Yes, the end of the calling message always says this is my final notice.
