These calls are coming from the Dominican Republic, I found after much research.  I called the FBI, the Attorney General of MI and the Governor's Office and the Zeeland Police Department and was told to tell them that you have reported them to the police.  This seems to have stopped the calls (I hope) at least for now.  Hope this helps.

OMG calm down, get caller ID...don't recognize the number?...don't answer the phone... their systems are automated...the longer they get no answer it will "fade" off of their system....
This s*** ain't rocket science ppl...the DNC cannot take care of each & every call we get  try to wrap your head around it...the volume they get...IMPOSSIBLE for them to handle...and it is NOT a broken system either...just keep filing an online complaint...once the Gov re opens their website!

I got another call today from this number.  The caller ID said "unauthorized".  I'm on the do not call list and I'm tired of all the calls I get from telemarketers anyway.

Well, they continue to call.  Same phone number 616-613-2227 this time showing Visa Rewards.  I waited on the line and spoke with Jason.  I asked Jason to not hang up on me like all of his co-scammers, he was being recorded and this is the 2nd time within a week you are being reported.  Guess what, Jason hung up on me. I am on the state and federal Do not call list.  I seem to be filing reports daily on the jerks.  Big scam, I wish they were caught.

Calls numerous times, no message left.

Probably an automated call center - A computer speed-dials numbers automatically, then when you answer, it beeps the next call center person available. She/he may be in India or wherever..

The pause is because their computer is just scanning through numbers to be dialed. If you pick up, all you will hear for about 10 seconds is a bunch of nothing. If you don't pick up, after a few rings it will move on.

If you stay on the line a few seconds, until a next available operator is available, she'll eventually answer.and either will start selling something, or will tell you that you have an overdue bill.

Just for a call from 616-613-2227, Bank Card Services, automated to reduce rate from jonathon, live agent came on the line named Jonah, I asked for the name of his company, he told me visa/MasterCard.  I asked again for the name of yours company that's working with visa/MasterCard.  He hung up on me.  Tried to call back, was on hold and call disconnected.  This is a scam. I am on Do Not Call List and have been calls from these people daily, multiple times a day. Reporting this number again to Attorney Gerneral.

Not a collector or telemarketer.  This is a phone-based identity theft scammer.  Don't even consider giving them any info.

This is a credit card scam. DO NOT give them ANY of your information. They are from "your credit card company" and want to lower your interest rate, in other words, they want your credit card number!

Had calls from a smiliar number several months ago - same pre=recorded msg about "this is your second and last call about your high credit card interest rates."  Calls went awa for a while - and now they are back with a vengeance.  Sick of the spam and intrusion of time.  MA AG's office has just received my complaint.  Federal crime to be using phone lines - hope they are able to prosecute "Credit Card Services" or whoever they are to the fullest extent.  Sounds like its an off-shore phone bank so we shall see...

Found this message on my answering mach. today: "This is your 2nd & final notice to lower your credit card interest & payments. Press 1 now to find out the terms conditions before the next billing cycle. Again, this is your final notice as it relates to the financial stimulus. So press 1 now to take advantage today."

On the second call I picked it up and pressed 1.    The man wanted to lower my credit card debt. by lowering my credit card interest rates.   He wanted my credit card number and I told him that I do not give that out.   I wanted to know his name and he said it was Julian Howard.   I asked him what was his company's name and he said I Learning Foundations 5114 South Semoran Blvd Orlando Florida.   I asked him the call back number,  it was 1-877-462-5815.   I told him I was going to type this information into the web to see if his company was legitimate, we were disconnected.  Of course the only thing I have found on the web is this blog.

It would be wonderful if there really was a financial stimulus, to lower credit card interest rates.   Too good to be true.   People please be careful  :-)

I have gotten numerous calls in the last 6 months from this number, each one saying this is my 2nd notice.  I choose to "opt out" when I can, but my number is apparently never removed from their call list.  Once I opted to speak to a rep, told him I wanted to opt out, and he hung up.  My phone number is on a Do Not Call list...why do they not get the message?  Very frustrating and pisses me off.  Maybe next time I'll choose to speak to a rep, then not be there.

Don't you people get it?  The government didn't set up the dnc list to get the calls stopped.  They did it just to give the appearance of responding to consumer complaints.  Our elected politicians are wholly owned subsidiaries of the special interests, the credit industry being one of the biggest players.  To our elected officials, we don't count, but their big donors do.  I suggest everytime you get an unsolicited call immediately call your congressman and raise holy hell.  A few months ago I saw where the government was soliciting ideas to help in tracking the people who are behind these calls.  Duh!  Just set up a program whereby the low paid losers who work for these companies get a substantial reward for turning their bosses in, coupled with jail time for the bosses.  But, then, the government doesn't really want a solution.

When I said do not ever, ever call me again the man on the phone got confrontational and said, "I know where you live, I will be waiting."  I responded in kind, "let's do it."  I don't know who these people think they are and cannot find out who or where they are from without a court order but the best idea is just to say no thanks and have a nice day.
