Are you f****ng stupid? are you aware the program expenses has to require the pay of the people who are working the phones? every single organization in this country who raises money for causes has a precent for program expenses, and every organization pays its employs out of the program expenses. If an organization posts that its program expenses are 95% it doesn't mean 95% of money raised goes to the cause, its not free to run those kinds of organizations. you would have to me a god damn dumb a** to believe that. Every non-profit, every organization, every charity has to leave room to pay their employs among all the other costs it takes to run a business of that nature. if it was a scam why would any of the money be sent out at all? why would there be women being helped across the country who wouldn't be otherwise? think about that before opening you mouth next time. it might actually make you sound intelligent instead of dumb s***.

I want to address the message from Anne (who I would guess works for BCPF) claiming that 90% of money donated goes to progam services.  DON'T BE FOOLED BY THE NUMBERS!  Although it is true that BCPF reports these numbers to the WA Sec of State Charity office, there are some important facts you need to know about them:

1.  BCPF has a 10 yr exclusive contract with Legacy Telemarketing Corporation (LTC) to do all of their telephone outreach which includes fundraising and program services.  The latter is simply reminding women over 40 to get a yearly mammogram and providing a phone number to their state health department - that's it, they don't schedule or pay for mammograms.  This is a very lucrative contract that resulted in BCPF paying LTC nearly $2.9M out of the $3.6M total funds raised in 2009 acording to their own auditor's report.  That's 80% going to the telemarketing company and not women who need but can't pay for mammograms.  Only 18% ($0.6M) went to grants for funding mammograms.  

2. So who is LTC and why are they the beneficiary of such a lucrative fundraising contract?  It turns out LTC is co-owned by BCPF's own president, James Paton which should sound immediate alarm bells that something is fishy.  A review of BCPF's 2009 Form 990 tax filing reveals he was not paid any compensation by BCPF for his services as chief officer.  However, don't cry for him just yet - when you do the math it appears the owner profit share from the nearly $3M paid by BCPF is in the neighborhood of $0.5M - $1M, likely greater than the $600,000 paid out for mammogram grants.    

3.  Given these facts, how can BCPF claim that 90% of expenses goes towards program services and less than 10% to fundraising, a figure that even the most efficient charities rarely achieve?  The answer is highly questionable accounting black magic.  According to their 2009 annual report, BCPF made 2M phone calls to random homes in WA, CA, TX, and FL.  Their stated mission is help women age 40 and over prevent breast cancer.  Applying basic US demographics, 70% of the calls reached a houshold that is not eligible to receive program services either because the call was answered by a male, or by a female under age 40.  However, these calls still include a fundraising solictation.  Of the remaining, in 25% of calls they they conduct both program services and fundraising and in 5% (women over 40 without health insurance), they leave off the fundraising solicitation.  This means they conduct fundraising in 95% of calls.  

So how can they claim fundraising is only 10% of expenses?  Believe it or not, they take the sample telemarketing script (about 300 words) and count only the number of words in the following script: "We also pay for mammograms for uninsured women.  Mammograms cost about $90.  We are asking folks if they can help 2 women at $180? " as being allocated for fundraising.  That comes out to just under  10% of the total word count and they use this fact to claim that they provide 90% to program services.  The problem with this method is that it assumes the same script is read to all callers when in fact this is not the case and in the vast majority of calls (70%) the breast cancer exam info is skipped in entirety and only a fundraising pitch is given.  Secondly, since the telemarketers have donation quotas they must meet to keep their job, they frequently go off script for additional fundraising content in order to gain trust and secure a donation.  In my case the telemarketer talked for well over 5 minutes about how BCPF was a local charity that would help local patients and that my money would be only used to provide free mammograms, which as it turns out is far from the truth).  

How is this legal you might ask?  BCPF claims they are using accepted accounting standards (SOP 98-2) which allows for physical unit allocation of joint costs.  However this method was intended to be used for physical deliverables that are identical for all recipients and can be measured (i.e. amount of print space in brochure allocated to program vs fundraising).  Applying this same method to a telemarketing sample script that is highly dynamic and frequently deviated from would be appear to stretch the use of this model well beyond what is reasonable.  Ultimately the IRS will need to make this determination and when they do it's highly doubtful they will see things the same way as BCPF's accountant does.            

BOTTOM LINE - although BCPF has so far managed to fool both the authorities (IRS, WA Sec of State) and generous donors to the tune of nearly $15M since 2005, DON'T LET THEM FOOL YOU!  Of every dollar donated, only about 15 cents goes to providing free mammograms and 80 cents goes directly to telemarketing company.  You are far better off donating your money to well established cancer charities like the American Cancer Society or Susan G. Komen Foundation.

I have had the same home number and the same business phone number for over 15 years and my home and my business lines (both published) seem to be on every imaginable call list.  I bought a Panasonic call blocking phone for my home and I bought a Uniden call blocking telephone for my business.
NO MORE PROBLEMS WITH TELEMARKETERS.  THEY CAN?T GET THROUGH!
We can stop these telemarketers IF we all buy a call blocking phone.

When I spoke to a Fundraising Coordinator from Breast Cancer Prevention Fund (BCPF) - I warned her that I always research any non-profit before I donate.
Like a previous poster, I found in 2009, BCPF raised $3.3M dollars but only $660,000 went toward breast cancer prevention (less than 20%); and over $2.2 million was paid out to Legacy Telemarketing as a sub-contractor.  James Patton - a member of the BOD of BCPF is also the President of Legacy Telemarketing.  
Shame on this organization for it's horrific conflict of interest and bilking well intentioned citizens out of millions of dollars they thought was supporting a worthy cause.

I received a 'hang up' that registered on my CID at some point while I was gone and the caller was 'BCPF.'  The phone number was 253-666-7624.  It seems that 'Breast Cancer Prevention Fund likes to 'hit and run.'  I don't answer the phone unless ID indicates that it's someone that I want to talk to.  If ID tells me that the caller is unknown or is some acronym that I don't recognize, it's as good as nonexistent.
